Don't need a change in the weather to engineer riots, artificial famine or nuclear war. Just need "government" and "diplomacy".
Funny thing. Seems like these two climate deniers get lots of tv time.

Jimmy Dore about Al Gore: So the guy who told us that we're gonna be swimming with polar bears 4 years ago thinks that we need to go along with the next line of bull... that's coming from MSNBC, FOX News, CNN and the Washington Post...He said we wouldn't have polar ice caps by 10 years ago, we'd all be living in water world and the people who were debunking him, he wants them banned. So that's what's actually dangerous, he's against people getting their information from anywhere else except the billionaire controlled corporate media...

Is any new construction taking place in the future underwater territories?
I remember many years ago watching a documentary regarding New Orleans and how it was built below sea level and was a disaster waiting to happen.
My feeling is that any person that builds next to a stream, river, lake, ocean, forest, should do so at their own risk. Sooner or later that once in 100 year disaster will happen. I don't think sympathy or tax payer dollars should be used for disaster relief. No difference choosing to live in the tornado belt. If a homeowner procures property insurance then let that be the sole recourse of any damages. If no entity is willing to underwrite homeowners insurance then the owner should pay cash and build at their own risk.
Gee, do ya think?
