It's in our interest to diffuse the establishment vote as much as possible. That means we should not attack candidates that have 10% like perry\bachmann for example, but attack Gingrich to move him back down to 15% from 23%. Remember, Establishment republicans like to vote for a winner, this means they are affected by who's the front runner and will vote for someone that can win.
That's what the Establishment tries to do when it fakes a poll with a frontrunner way up there. It's to condense support into one candidate so they can guarantee he'll win.
Example (Establishment candidates vs. Ron paul)
E.C 48%
R.P 25%
E.C 15%
E.C 8%
E.C 5%
E.C 3%
Vs.
R.P 25%
E.C 20%
E.C 18%
E.C 15%
E.C 10%
E.C 5%
