Its not a crime, just like saying the US govt is guilty of terrorism because they funded AlQaeda before it was declared a terrorist group. The charge will not stick

It's material support for a terrorist group, if he spent money on it. Otherwise he's just an open associate of terrorists, and should lost his job and any future job in government.
