    Yes, there should only be one law - don't break the law. Then the popo & judge can make it up on the fly.

    Complexity is bad, it creates a need for an interpretive class subjugating common people.

    Specificity is nice clear plain language lets you know when you are doing some thing illegal and when you are not.

    On the other hand the NAP suffers fatally from being too specific. It sounds very general but each term in it is highly interpreted and far removed from plain language.
    In New Zealand:
    The Coastguard is a Charity
    Air Traffic Control is a private company run on user fees
    The DMV is a private non-profit
    Rescue helicopters and ambulances are operated by charities and are plastered with corporate logos
    The agriculture industry has zero subsidies
    5% of the national vote, gets you 5 seats in Parliament
    A tax return has 4 fields
    Business licenses aren't a thing
    Prostitution is legal
    We have a constitutional right to refuse any type of medical care

    Specific things, because life is complex complexity and specificity are related but they are still different and it is the complexity that is the problem, most laws are not like an income tax and don't deal with so many different aspects of life therefore they can be far more specific without becoming excessively complex.
