If they don't qualify, then chain migration shouldn't be a way to get around it. It's popular to bring relatives to the US specifically to put them on public assistance. Do you believe that people immigrating to the US to go on assistance is a good thing?

Also, those corporate interests wouldn't have to lobby if they were allowed to hire the people that they wanted to hire. Government control of the labor market caused that lobbying in the first place.
