"You're gonna kill me!"...and they did.

Tony Timpa wailed and pleaded for help more than 30 times as Dallas police officers pinned his shoulders, knees and neck to the ground.

“You’re gonna kill me! You’re gonna kill me! You’re gonna kill me!”

After Timpa fell unconscious, the officers who had him in handcuffs assumed he was asleep and didn’t confirm that he was breathing or feel for a pulse.

As precious minutes passed, the officers laughed and joked about waking Timpa up for school and making him waffles for breakfast.

Body camera footage obtained Tuesday by The Dallas Morning News shows first responders waited at least four minutes after Timpa became unresponsive to begin CPR. His nose was buried in the grass while officers claimed to hear him snoring -- apparently unaware that the unarmed man was drawing his last breaths.

The officers pinned his handcuffed arms behind his back for nearly 14 minutes and zip-tied his legs together. By the time he was loaded onto a gurney and put into an ambulance, the 32-year-old was dead.

The News obtained Dallas Police Department body camera footage after a three-year fight for records related to Timpa’s death. A federal judge ruled Monday in favor of a motion by The News and NBC5 to release records from his death, saying “the public has a compelling interest in understanding what truly took place during a fatal exchange between a citizen and law enforcement.”

Timpa called 911 on Aug. 10, 2016, from the parking lot of a Dallas porn store, saying he was afraid and needed help. He told a dispatcher he suffered from schizophrenia and depression and was off his prescription medication. The News first reported Timpa’s death in a 2017 investigation that showed Dallas police refused to say how a man who had called 911 for help ended up dead.

The next person that tells me being a cop is a hard job after hearing a story like this is going to get punched. I do not know who to be more pissed at. The cops or the people that always find a reason to defend cops under any circumstance. Tell this or any story to a few people and there will always be more than one blind worshiper or the cop that will find some reason to defend another cop even when the facts do not present it.

The blind eye defenders hold some blame in this mans death. If people would hold them accountable rather than the continual on their knees worship maybe this man would still be alive.

Video: Man who died during arrest cries, begs police to stop

    Associated Press JULY 31, 2019 — 5:10PM

DALLAS — Police body camera video footage shows a man who called 911 to request help crying, pleading then going limp as arresting officers restrain him. Soon after, a paramedic says he's dead.

Dallas police released the footage Tuesday showing the August 2016 death of 32-year-old Tony Timpa. A federal judge ordered the release of the video following requests from The Dallas Morning News and KXAS-TV.

The videos show the officers pinning Timpa to the ground and cracking jokes even as the screaming, handcuffed man suddenly becomes still and silent. Shaking his limp body the officers can be heard comparing Timpa to a child who doesn't want to wake up for the first day of school.

Medical examiners later ruled Timpa's death a homicide and said it was caused by cardiac arrest brought on by cocaine and the stress of physical restraint.

Timpa called 911 in Aug. 10, 2016, from the parking lot of a Dallas porn store. He said he was afraid and needed help, telling a dispatcher he suffered from schizophrenia and depression and was off his prescription medication, according to the Morning News. Police reports recounting the officers' version of events described Timpa as aggressive and combative.

The videos show him initially writhing on the ground and struggling for breath under the weight of the officers. But he can't be heard threatening the police officers and was already handcuffed by a private security guard by the time they arrived, the paper reports.

As the paramedics and officers wheel a stretcher with Timpa's limp body toward an ambulance, one says "hope I didn't kill him." They continue to laugh as they walk up to the vehicle, where paramedics say he's not breathing.

In 2017, a grand jury indicted Sgt. Kevin Mansell and Officers Danny Vasquez and Dustin Dillard for misdemeanor deadly conduct in Timpa's death, finding they acted recklessly. But prosecutors dismissed the charges in March and the officers returned to active duty the next month.

Dallas County District Attorney John Creuzot said he met with the medical examiners who testified to the grand jury before dismissing the charges. The three medical examiners, including one hired by Timpa's family, said they don't believe the officers acted recklessly and would not "testify to the elements of the indictment beyond a reasonable doubt," according to the district attorney's office.

Timpa's family is suing the city of Dallas claiming the officers used excessive force.

This unfortunate tragedy could have been prevented, if only Tony had attended one of my Compliance Courses for the Mentally Ill.

To prevent future tragedies of a similar kind, I'm gonna ask the city for a bigger budget to increase awareness of my compliance education programs.
