Mexico was already much poorer than the US/Europe upon independence. This is the primary cause of the weakness of the Mexican state (the drug war, the peasant land problem, and democracy are other factors), which in turn explains the endemic bribery and violence we see today. It's the same story throughout much of the third world, which looks a lot like Europe did a few centuries ago (except they, unlike Europe, are having to go through this difficult developmental period [state-building] with the additional burden of democracy).

Your claim that bribery is part of their durable culture (such that they would continue to behave this way in a new environment in which the incentives were altogether different) is purely speculative.
