    Mexico was already much poorer than the US/Europe upon independence. This is the primary cause of the weakness of the Mexican state (the drug war, the peasant land problem, and democracy are other factors), which in turn explains the endemic bribery and violence we see today. It's the same story throughout much of the third world, which looks a lot like Europe did a few centuries ago (except they, unlike Europe, are having to go through this difficult developmental period [state-building] with the additional burden of democracy).

    As for your counter-explanation(s):

    1. "People do what they do because they choose to do it" explains nothing and has no predictive value.

    2. Your claim that bribery is part of their durable culture (such that they would continue to behave this way in a new environment in which the incentives were altogether different) is purely speculative. I'm sure you don't believe that all behaviors have such "inertia," but you've not explained why bribe-taking/paying does, while other economic behavior, like demand for widgets, doesn't.

    Maybe it’s semantics, but I do not think Mexico has *struggled* with the violence. Its government is corrupt and complicit. It has taken no positive steps to change it in more than 50 years.

    75 homicides out of 31 million visitors? Americans abroad are safer than Americans at home.

    More than 31 million Americans visited Mexico in 2016, the National Travel & Tourism Office says, and State Department data shows there were reports of 75 American homicide victims there.
    With a homicide rate of 4.9 per 100,000 in the US, we should expect 1,510 murders in the same number of people if they had stayed home.
