    With all the commotion over the invasiveness of the naked body scanners used by the United States Transportation Security Administration (TSA), one question that has been ignored is who is profiting from TSA’s use of the body scanners? Mark Hemingway and Tim Carney at The Examiner discovered the shameful answer: George Soros, Michael Chertoff, and a number of lobbyists.

    Both Soros and Chertoff are profiting from the naked body scanners by way of the company Rapiscan, whose contract is worth $173 million. Lobbyists for this company include Susan Carr, a former senior legislative aide to Representative David Price (D-N.C.) who is coincidentally chairman of the Homeland Security Subcommittee.

    Former Homeland Security secretary Michael Chertoff was “flacking for Rapiscan,” writes Tim Carney of The Examiner:

    “After the undie-bomber attempt on Christmas 2009, Chertoff went on a media tour promoting the use of these scanners, without disclosing that he was getting paid by Rapiscan, one of the two companies currently contracted by TSA to take a nude picture of you at the airport.”

    Just days after the attempted Christmas attack, the NY Times wrote:


    Screening technologies with names like millimeter-wave and backscatter X-ray can show the contours of the body and reveal foreign objects. Such machines, properly used, are a leap ahead of the metal detectors used in most airports, and supporters say they are necessary to keep up with the plans of potential terrorists. "If they’d been deployed, this would pick up this kind of device," Michael Chertoff, the former homeland security secretary, said in an interview….


    Another notable connection to Rapiscan is leftist billionaire George Soros, who owned 11,300 shares of OSI Systems, Inc., the company that owns Rapiscan. Nova Tea Party Patriots writes, “OSI’s stock has appreciated considerably over the course of the year.”


    In response to The Examiner’s report of George Soros’ share in Rapiscan, Media Matters (another of Soros’ funded projects) seized on the report and mocked the writer. The Blaze reports that Media Matters argued that “11,300 shares are only ‘six one-hundredths of one percent’ of the company’s total stock.


    However, once The Examiner reported that George Soros owned the shares of the OSI Systems, Soros coincidentally sold all 11,300 shares of the company.

    The Blaze writes, “A funny thing happened between Tuesday and Wednesday: the site detailing Soros’ OSIS investments now shows that Soros owns zero shares of the company.”

    Hemingway responded to Soros’ abrupt decision to sell the shares:


    It would be nice if he did this as a response to public pressure, but it seems equally likely that as an investor he simply realized the political tide was turning against the company and the stock may drop as a result.


    To be fair, the sale of George Soros’ stocks are said to have taken place between July 1 and September 30:


    The Blaze spoke with a representative from gurufocus.com, the site referenced by Hemingway and Media Matters. According to the representative, Soros owned the OSIS stock at the end of the second quarter and sold it under the third quarter. That puts the sale sometime between July 1 and September 30. The representative said the site first updated the information yesterday, which explains the change in the amount of stock owned.


    Perhaps Soros’ connections at the very least encouraged the website to update the information immediately following The Examiner’s report.

    Meanwhile, Rapiscan reportedly knows how to “play ball in Washington to increase its profits.” Facing obstacles related to dealing with homeland security, Rapiscan opened an office in Washington and hired a number of outside lobbyists and agency-specific federal marketing and sales staff, reports The Examiner. As a result, the company made $40 million in sales to the United States government, compared to $8 million in 2004.

    In addition to Rapiscan, a number of other companies are profiting from the TSA body scanners.

    Of those companies is L-3 Communications, a major contractor with the Department of Homeland Security.

    Carney explains, “L-3 employs three different lobbying firms including Park Strategies, where former Sen. Al D’Amato, R-N.Y., plumps on the company’s behalf. Back in 1989, President George H.W. Bush appointed D’Amato to the President’s Commission on Aviation Security and Terrorism following the bombing of Pan Am Flight 103. Also on Park’s L-3 account is former Appropriations staffer Kraig Siracuse.”

    The Examiner writes, “When Defense Daily reported on Price’s appropriations bill last winter, the publication noted ‘Price likes the budget for its emphasis on filing gaps in aviation security, in particular the whole body imaging systems.’ ”

    Another full-body scanner contractor was the American Science and Engineering company. Lobbying for this company, includes Tom Blank, a former deputy for the TSA, Chad Wolf, an assistant administrator at TSA and an aide to Senator Kay Bailey Hutchison. Hutchison is on the Transportation and Defense subcommittees of Appropriations. Likewise, another lobbyist for the American Science and Engineering company is former Democratic Representative Bud Cramer.

    However, the reign of the intrusive body scanners may come to a timely end soon enough, as Congressman Ron Paul introduces the “American Traveler Dignity Act.” As reported by The New American’s Gary Benoit, the bill would “establish that the security screeners who grope travelers and gawk at their nude pictures be subject to the same laws as anyone else.”

    In other words, “If an individual can be arrested for groping another individual [or staring at their nude photos], why wouldn’t a TSA agent also be subject to arrest when he does exactly the same thing?”

    Will lobbyists and big corporations sit by idly while their means of profit are under attack? We shall soon find out.

    Since the uncomfortably close attempted attack on Northwest Flight 253 last week, many have focused on why the alleged terrorist, Umar Farouk Abdulmutallab, was not placed on a watch list that would have prevented him from flying, even though the government had received information that he was a potential extremist. We should focus on a more fundamental question: How can we keep explosive materials off planes?

    Most airport security checkpoints use metal detectors. Al-Qaeda has shown that it knows how to avoid detection by using an explosive device that contains little or no metal, such as PETN, or pentaerythritol tetranitrate, used by Abdulmutallab and "shoe bomber" Richard Reid in 2001.
    During my time as secretary of homeland security, the Transportation Security Administration began working to replace the 1970s-era metal detectors used at airports across America with modern technology able to detect non-metal weapons concealed by terrorists on their bodies -- even in their underwear, where Abdulmutallab allegedly hid his bomb. The latest versions of these machines -- sometimes called whole-body imagers -- are deployed at 19 airports, and the TSA is attempting to place them throughout the nation.
    From the onset, deployment of the machines has been vigorously opposed by some groups. In June, the House of Representatives passed a bill that would prevent the TSA from using the new systems in most cases. If the House bill were to become law, the TSA would be limited to using the new technology only after a passenger had been selected for additional scrutiny. The vast majority of passengers would still pass only through metal detectors. So, under the standards set by the House bill, a terrorist not on a "no-fly" list or a watch list mandating closer scrutiny -- like Abdulmutallab -- could probably carry a concealed non-metal weapon onto a plane undetected.

    Congress should reject this restrictive bill and instead fund a large-scale deployment of next-generation systems.
    Opposition to whole-body imagers essentially relies on three arguments. First, the American Civil Liberties Union and privacy advocates have complained that the machines subject passengers to a "virtual strip search." Second, they claim that the machines are unsafe because they expose passengers to dangerous amounts of radiation in screening. Third, some critics argue that the only correct approach to airline security lies in better intelligence.

    All of these objections lack merit. The "safety" concern is particularly specious, because the technologies expose people to no more radiation than is experienced in daily life.
    The case of Abdulmutallab shows that we cannot simply "rely on intelligence." Abdulmutallab was not on a watch list that required closer scrutiny. Even if the review President Obama has ordered closes a gap that would have put Abdulmutallab or others on more select watch lists, there are plenty of terrorists out there about whom we know nothing. Too many potentially dangerous people simply would not appear on any watch list. We cannot put all our eggs in the "intelligence basket." That's why, since Sept. 11, 2001, we have worked to establish multiple layers of defense to protect the American people. Watch lists surely are an important layer, as is intelligence-sharing, but others, such as the deployment of advanced detection technology, are just as important.
    Claims that the screening amounts to "virtual strip searches" is calculated to alarm the public. As if screening is meant to reveal people's private parts to TSA officers. But the agency has nonetheless taken privacy concerns seriously in creating procedures for using this technology. In deploying the machines, the TSA has strictly limited the number of officers who see the images; separates the officers looking at images from the passengers being screened (so the officers do not know which passengers the images belong to); and uses software to blur the faces on the images -- further protecting the anonymity of passengers. Moreover, the machines are configured to prevent TSA officers from storing or retaining any images. As an additional measure, passengers can choose not to walk through one of the machines and receive a physical examination instead.

    In short, the TSA has listened to the reasonable concerns of privacy advocates and incorporated numerous suggestions into its protocols to draw the right balance between security and privacy. The administration must stand firm against privacy ideologues, for whom every security measure is unacceptable. Failing to use all available tools to plug a gap in security puts the lives of airline travelers needlessly at risk.

    Interesting claim. A guy (Sorros) worth $14 billion is "getting rich" off a company he holds (or did hold) $400,000 worth of stock in (and the scanner division was but one of many within the company). He had 11,300 shares out of a total 18 million issued by the company. That makes him a pretty small shareholder in OSI Systems. Hardly a "major beneficiary" of the scanners.

    Sorry- his name is the first one in the post so I thought somebody considered it important (though it isn't). About half the original post is spent discussing him. And you said that Chertoff was benefiting from Sorros (which he wasn't).

    if their plan is successful state of nevada will pass a law in the future making all casinos have mandatory metal detectors and backscatter machines. soon after a federal law will be passed to put these machines in universities, high schools, federal buildings, you name it. osi systems and chertoff are the main producers of these machines. sometime around 2020 chertoff and osi will merge into a single company. after they merge the owners will sell off all their stock and make billions in profit. mr chertoff has been in contact with sheldon adelson. mr adelson will become a huge sponsor of these machines and he will be the first to put them in his casinos when the law passes. this is my last message for now. don't expect me to return anytime soon
