    TRENTON — An odd facet of the culture war is now illegal in New Jersey.
    Gov. Chris Christie today signed legislation (S2418) to ban the practice of "coal rolling," in which drivers modify diesel trucks to belch thick black smoke — often as a show of defiance towards environmental policies and technology. Well, NJ is a No-free speech zone. /root

    "Coal rolling increases air pollution in New Jersey and creates unsafe driving conditions on New Jersey's already congested roadways," said Assemblyman Tim Eustace (D-Bergen). "By banning coal rolling, this law will build upon a history of environmental protection in our state."
    Eustace, who drives a small electric car, got the idea for the bill from personal experience. While driving his Nissan Leaf, a raised pick up truck in front of him engulfed his car in a cloud of smoke. Or you could just not drive as close. /root

    Videos on the internet show pick up truck drivers blowing the smoke at Toyota Priuses. Ok, while it is funny, this doesn't solve the Prius problem. Assuming nobody is in front of you, a Prius should never have enough acceleration to catch up to you. What we need is a non-aggressive way to get the slow Prius that is in front of you on a steep hill to speed up or get out of the way /root

    The law, however, is somewhat redundant. State Department of Environmental Regulations say that vehicles "shall not emit visible smoke, whether from crankcase emissions or from tailpipe exhaust, for a period in excess of three consecutive seconds."

    And the U.S. Environmental Protection Agency said modifying trucks to belch smoke is illegal under federal law.

    The new law bans "retrofitting any diesel-powered vehicle with any device, smoke stack, or other equipment which enhances the vehicle's capacity to emit soot, smoke, or other particulate emissions."

    "It's to actually make sure we enforce the law. We have laws that lay fallow, I think, in some circumstances," Eustace said. "This doesn't come off as very important unless you've been coal-rolled."

    Eustace said that he's also heard from a state trooper who was coal rolled while riding his bike by the side of the road and was temporarily blinded with it, and a woman who experienced it while driving young children on the Turnpike. Always gotta get that "for the children in /root

    Ivory Coast Bars Skin Whiteners

    (NEWSER) – Ivory Coast's health ministry has "forbidden" skin-whitening creams popular across West Africa over concerns that they may cause diabetes, skin cancer, and hypertension. The ban applies to all "cosmetic lightening and hygiene creams ... that de-pigment the skin," most of which contain mercury, cortisone, vitamin A, or more than 2% hydroquinone, reports AFP. "The number of people with side effects caused by these medicines is really high," a member of Ivory Coast's pharmaceutical authority says. Though it isn't clear how many people use the creams, they're typically favored by young women who believe lighter skin makes them more beautiful. Billboard advertisements for skin-whitening products can be spotted across Africa, though the creams are also used in Asia and the Middle East.

    "What we see in the media is the lighter one's skin is, the better one's life," a dermatologist in Abidjan says, citing advertisements that feature models with pale skin. "This beauty standard ... pushes many girls to de-pigment their skin." A dermatologist in the UK tells the BBC it's the unregulated products that pose the most danger as they often contain ingredients, like steroids, "in much higher quantities than we would prescribe." She adds other side effects of the creams include high blood pressure, osteoporosis, weight gain, mood swings, acne, glaucoma or cataracts if used near the eyes, and a thinning of the skin. The ban on such products in Ivory Coast won't necessarily stop people from using them, however. Skin-whitening creams are still used in Gambia, despite a ban in that country.

    i remember the days when Monroe had just a 2 lane hiway running through it. Now it looks like Lynnwood...the race track is the only reason i ever go to Monroe. That, and the best way to get to eastern Washington.

    I have hopes Monroe will change for the better, but that won't until they get rid of all the tight ass mofo's running the place...

    Newquay Celebrates Success Of Mankini Ban

    Seaside resort Newquay says it is thriving after banning mankinis, the thong-type swimwear made popular by Sasha Baron Cohen's comedy character Borat.

    Police and community leaders from the southwest town say the ban has led to less antisocial behaviour which, in turn, means the resort is booming.

    In recent years Newquay had become better known as a place for boozy stag and hen parties than happy family holidaymakers.

    But now, locals say, it is shedding the "Wild West" image it once had.

    The change came after residents protested in 2009 after two teenagers fell separately to their deaths from cliffs during visits to the town.

    The deaths were the last in a long line of troubles for exasperated locals.

    They formed the Newquay Safe partnership to try to get rid of its increasingly poor reputation and "take back their town" from rampant party-goers.

    Things have improved year-on-year since, with crime and antisocial behaviour figures falling.

    Since the protests, reports of antisocial behaviour have dropped from 937 in 2009/10 to 485 in 2012/13.

    Inspector Dave Meredith, the town's most senior policeman, said: "When you speak to anybody from patrol officers to PCSOs, partners in town, shopkeepers, everybody says Newquay has made a miraculous improvement.

    "Did Newquay have a problem with its reputation five years ago? Almost certainly it did.

    "Five or six years ago and more, Newquay was a little bit of a Wild West town. It had a bad reputation nationally.

    "People expected to come to Newquay to drink a lot, behave irresponsibly; a lot of really young people came to Newquay and knew they had a good chance of getting drunk.

    "Certainly we have clamped down on that and the image of Newquay now has certainly curtailed some of that."

    Mr Meredith continued: "We have a really robust approach to alcohol-related disorder. That doesn't start when you arrive at a nightclub in Newquay - it starts at the marketing while they're at home.

    "It's not completely the opposite now, but the town has successfully evolved into something which has a broader appeal to it."

    At its worse, he said, problems would go "right the way through the night".

    He said: "It would range from 16 to 18-year-olds mostly, at the younger end of the scale, but I wouldn't put all the blame on them.

    "You're going up to 40 and 50-year-olds on stag nights - it was the stag culture of 'do what you like' - it was quite intense."

    Resident Dave Sleeman, who helped organise the 2009 protests, is now the town's mayor.

    He said: "I remember back in the 2000s you couldn't walk the streets on a Saturday without seeing someone wearing a mankini or what have you.

    "But now they're not allowed in Newquay.

    "The police will tell them to go home and get changed if they see them wearing one, and the guest houses and camp sites are pretty good at warning their guests about what's acceptable.

    The police referred people to updated guidance from the Crown Prosecution Service which makes clear that swegways are “not legal for road use”.



    The CPS pointed out that because of some 19th-century legislation, you can’t ride a swegway on the road or on the pavement.
    And if you do you might be liable to pay a Ł500 fine.

    The only place it’s safe to ride them “is private property and with the landowner’s permission.”

    There is separate legislation governing electric bicycles, but swegways don’t count because “they cannot be pedalled”.

    The CPS also points out, in its guidance for the larger Segway vehicles, that self-balancing scooter users could be committing a separate crime of driving a vehicle without insurance.

    The ban was also allegedly justified by the ministry because some of the names were deemed foreign or "inappropriate".

    Other sets of forbidden names include those with royal connotations, such as Sumuw (highness), Malek (king) and Malika (queen).

    * Surprisingly enough, Lone Tree is one of the most oppressive cities when it comes to regulating dogs they perceive as “Pit Bulls.”*

    The township committee in Maplewood took a stance on the town-wide debate earlier this month when it voted unanimously to ban commercial leaf blowers in Maplewood between June 1 and August 31 of this year.

    Thousands demand firework ban after ‘spooked’ dog drowns at sea



    Thousands of people have signed a petition calling for a ban on the sale of fireworks in the UK after a dog who ran away at the sound of a firework was later found drowned at sea.

    The online petition, submitted to the Government petitions website
    , asks for Parliament to “ban the sale of fireworks to the public and only approve organised displays,” and has so far attracted more than 57,500 signatures.

    The creator of the petition, Mike Old, told The Independent he launched the campaign after a dog in his local area was found swept up at sea after being “spooked” by fireworks set off by a group of youngsters on the beach on 17 October.

    Mr Old, of Whitley Bay, said: “The initial reason was a dog called Shearer who was out with his owner having his evening walk down near St Mary’s lighthouse, a firework spooked him and he ran off.

    “As he was a local dog the story gained momentum and hundreds of people searching the area. His owners set up a Facebook page which, as you can imagine, had an awful lot of followers.

    “Shearer was found a week later, having been swept into the sea at Whitley Bay and being carried down to Redcar. That was the trigger. Since then I’ve posted the link on as many pages that I can, as have my supporters.”

    Mr Old, 60, said the local feeling had been “overwhelming” for the deceased dog, which helped the petition gain momentum, adding that he also launched the campaign due to the dangers of fireworks to people.

    He added: “The other reason is that, regardless of Government statistics, thousands of people, mainly children, are hurt by fireworks each year.
