    How US Sanctions on Iran Could Herald a Profound Global Power Shift

    Epic miscalculation
    Much more remarkable, France and Germany, as well as Britain, have expressed their intention to continue to do business with Iran in defiance of US will. They are looking at the creation of a “special purpose vehicle” that would enable them to continue trading with Iran independently of the US dollar. …

    The option is open to Trump to raise the stakes and punish China through sanctions or other means, but even he likely lacks the appetite to open up an economic war on a second front.

    Weakening financial muscle

    Increasing isolation
    In this new world, it is by no means obvious that the US would be widely viewed as a force for global stability. This is already obvious in the Middle East, where the US caused chaos with the invasion of Iraq and turned its back on the nuclear deal with Iran.

    It is the US ally, Saudi Arabia, that has been accused over many years as being the source of jihadi movements that have created mayhem across the globe. It is primarily Saudi Arabia and its Gulf allies– backed by the US and Britain – that have brought about the humanitarian calamity in Yemen. And that is before we come to the terrible murder of Jamal Khashoggi.

    EU officials announced Monday the European bloc would back a French government decision to sanction Iranian nationals who were accused last month of plotting a major bomb attack on an Iranian opposition rally in Paris on June 30th. Though the sanctions on the individual plotters and their alleged Iranian intelligence agency handlers would be effectually symbolic, the move has huge implications in European-Iranian relations given the sanctions could potentially take effect across the bloc.
    Per the breaking Reuters report:
    The ministers said technical work could now start on an EU-wide asset freeze on two Iranians and the Iranian intelligence service over a failed plot to carry out a bomb attack at a rally near Paris organized by an exiled Iranian opposition group.

    This comes simultaneous ongoing Danish investigation after police uncovered another alleged plot involving a wide-ranging assassination plot in his soil. Denmark has since pushed for similar EU-wide sanctions, according to diplomats.
    Sanctions on Iran intelligence agencies which investigators are pointing the finger to would be tantamount to anti-government sanctions, and could lead to a further breakdown in attempts by both sides to keep trade relations alive as US sanctions peel away foreign companies from maintaining a presence in Iran.
    Iran for its part has insisted both the bomb and assassination plots are fabrications and has called for talks. Iranian media and commentators have long pointed the finger at Israeli Mossad as well as anti-Iran western linked groups such as the MEK for essentially staging 'false flag' operations at the most sensitive moments in which Iran is trying to keep its suffering economy afloat.

    Reuters concludes of the significance of Monday's announcement:
    Though largely symbolic, the EU’s readiness to target Iranians marks a shift after months of division within the bloc over how to punish Iranians accused of destabilizing activities in Europe and the Middle East.
    Meanwhile the US establishment, which has long sought regime change in Tehran as the ultimate goal of broader Mid-east policy has pointed to Iran's alleged terror activities abroad a prime reason for tearing up the Obama brokered JCPOA, with Trump himself focusing on this as a perpetual theme. The White House has also used the latest terror allegations against Iranian intelligence serves to argue that Europe must withdraw from trade with Iran.

    European efforts to protect trade with Iran, as an answer to mitigate U.S. sanctions, are hitting a brick wall. European politicians seem to be out of touch with reality not only in the markets, but also concerning the attitude of several of its member countries. European politicians, mostly working from their shiny offices in Brussels and Strassbourg, seem to be living in an ivory tower, as no real practical support for all their measures has been shown in the respective member states.
    The last factor showing the weakness of the EU Iran approach is the fact that no single European country is willing to host a so-called Special Purpose Vehicle (SPV) as they fear the wrath of the U.S. Washington’s influence in real politics and markets is still much larger on a global and even bilateral stage than Brussels wants to admit. Leading European powers – Great Britain, Germany and France – are currently putting pressure on minor league EU member Luxembourg to host the SPV. The latter however is already doomed, as not only is the influence of London on Luxembourg minimal, but the small EU member can hide behind the refusal of Austria to host the SPV too. Brussels is showing a brave face, but it’s likely that Eastern European and Balkan member countries will reject the SPV plans, while Italy and Spain are still in limbo. Statements made by EU Justice Commissioner Vera Jourova that the EU cannot accept that a foreign power takes decisions over our legitimate trade with another country, seem to be very hollow and empty.
    The SPV at present is seen as the lynchpin in the EU moves to save not only their trade with Iran but also the overall JCPOA agreement. At present, Brussels and its main supporters, Paris and Berlin, are trying to keep the JCPOA agreement in place, risking a direct confrontation not only with the U.S. but with most of the Arab world. The SPV has been set up as a kind of clearing house that could be used to help match Iranian oil and gas exports against purchases of EU goods in an effective barter arrangement circumventing U.S. sanctions. The main issue European companies are facing with Iran are currently based on the position of the US dollar in international trade.
    Even with full EU support, the SPV, according to most analysts, will not shield EU companies and banks from US sanctions. These will be hefty, for sure much more than the current Iran-EU trade volumes could counter.
    A possible failure of the EU SPV proposal would for sure heat up the market very soon. Iran’s main lifeline at present is very weak, Asian markets continue to buy Iranian crude and products, but seem to be heading to zero crude imports when the current U.S. waivers will end. At the same time, the effects of the decision by international financial system SWIFT not to allow any-more deals with Iran already has significantly slowed down trade with Europe.
    For Iran, the future is looking dark. A European failure would be seen a betrayal, and possibly the end of the JCPOA agreement. An Iranian reaction to this should be expected, as such a failure would strengthen the hardliners in Tehran.

    With its Persian restaurants and shop signs in Farsi, Murshid Bazaar, a dense maze of alleys in Dubai's old quarter, has for decades been a centre for small-scale trade with Iran.That is changing. One in every dozen or so shops in the once-bustling area is shuttered or carries a "for rent" sign. Indian and Pakistani merchants now far outnumber the Iranians who used to dominate the area.
    The Iranians who stayed say the fallout from U.S. sanctions has made their jobs harder. Dubai has long been one of Iran's main links to the outside world, but trade between the two has slowed as sanctions approached.
    Imposed in early November and August, the sanctions target Iran's rial currency, autos, metals, oil and banking.
    The saffron, clothing and processed foods that the Iranians sell in the bazaar are not directly targeted but the merchants say business conditions have got worse.
    Banks in the United Arab Emirates, including in Dubai, have become more reluctant to work with Iranians for fear of exposing themselves to U.S. legal action. And the rial's nearly 70 percent fall against the U.S. dollar this year has made business with Iran risky.
    Landlords in the bazaar are offering to waive two months of rent for prospective tenants, said businessman Aftab Hasan, a member of the city's Iranian Business Council.
    "A lot of Iranians have shut down their stores," finding it harder to do business in Dubai, he said. Some are considering whether to leave the city in search of other bases for their operations, he added.
    The deteriorating bank ties also threaten a larger re-export trade of other countries' goods to Iran through Dubai's ports and airports. In the past, these have included cars and auto parts, consumer electronics, machinery, glass and plastics.
    Last year, 29 percent of Iran's $71.5 billion imports passed through the UAE, according to International Monetary Fund data. The vast majority moved via Dubai, which does not disclose timely data on its trade with Iran.
    Two-way trade between Iran and the UAE shrank to $1.75 billion in July from $2.49 billion last December. In 2014, at the height of the previous sanctions period, monthly trade averaged $1.92 billion.

    After the AP first revealed a week ago that the U.S. is set to accuse Iran of violating international bans on chemical weapons, an American diplomat has told the global chemical weapons agency in The Hague that Tehran has not declared all of its chemical weapons capabilities.


    On Thursday Ambassador Kenneth Ward told a meeting of the Organisation for the Prohibition of Chemical Weapons (OPCW) that Iran was in violation of an international non-proliferation convention.
    "The United States has had longstanding concerns that Iran maintains a chemical weapons program that it has failed to declare to the OPCW," Ward said at an OPCW conference.
    "The United States is also concerned that Iran is also pursuing central nervous system-acting chemicals for offensive purposes," he added. He connected this with the general White House charge and theme that Iran and Russia had "enabled" Syria in attacking civilians with nerve agents, according to claims of officials in the West.
    Specifically Amb. Ward claimed Iran has been hiding a production facility for filling aerial bombs while simultaneously maintaining a secret program to procure banned toxic munitions, include nerve agents.
    While a number of commentators acknowledged the sheer lack of evidence to back the claims something that's never stopped US officials from making the charge whether it was Iraq, Libya, or Syria Ward merely cited historical information from the 1980s alleging Iran had transferred banned chemical munitions to Gaddafi's Libya.

    Russian President Vladimir Putin has offered his assistance to the United States and Israel in reducing Iran's presence in Syria in return for easing anti-Iranian sanctions, Israeli Prime Minister Benjamin Netanyahu told the Knesset behind closed doors. Based on deductions, Putin suggested this to US President Donald Trump when they briefly met in Paris during the events marking the 100th anniversary of the World War I Armistice, Nezavisimaya Gazeta writes. Although Russia’s Foreign Ministry has not confirmed that this discussion was held at this level, this does not mean that the Russian leader had not put forward these ideas, the paper says. Experts say that

    Moscow has some leverage over Iran in Syria, though minor at best. The Israeli prime minister stressed that this was an unofficial offer and that the Jewish state has not worked out its stance on this issue.

    "Israel believes that Russia has leverage over Iran, but they understand that this is limited rather than complete leverage," Israeli political scientist and Head of the Euro-Asian Jewish Congress, a public diplomacy project, Ariel Bulstein told the paper. The idea that Russia as a country, which de facto controls all of what is happening in Syria, should bear responsibility for this, and namely stop all of Iran’s attempts towards turning Syria into a foothold for an attack against Israel, is an Israeli position, he noted. "Touching on a possible bargain, I believe this is not a reasonable approach as sanctions against Iran are related to Iran’s appetite in the nuclear weapons sphere rather than Syria. The goal of the restrictions in this case is to bring the Iranian leadership to its senses and make it abandon operations in purchasing military-grade atoms."

    Russian experts believe that at talks with its Western partners, Moscow somehow keeps mentioning the Iranian factor. "Russia may even say that the containment of Iran is somehow in effect," expert at the Russian Council for International Affairs Anton Mardasov said.

    Meanwhile, objectively, Russia is unable to contain Iran, but can only jockey for its influence with Tehran and paint this as containment, he noted. It was important for
    Russia to make an offer to the US and Israel in order to show that it is an important diplomatic mediator. "On the one hand, this boosts its standing as a mediator," Mardasov noted. "On the other hand, this is bargaining. For example, Russia can say: we'll contain Iran, but you Americans should leave Al-Tanf. We will contain Iranian ambitions, and you should settle the situation along the eastern Euphrates."

    Russian experts believe that at talks with its Western partners, Moscow somehow keeps mentioning the Iranian factor. "Russia may even say that the containment of Iran is somehow in effect," expert at the Russian Council for International Affairs Anton Mardasov said.

    Meanwhile, objectively, Russia is unable to contain Iran, but can only jockey for its influence with Tehran and paint this as containment, he noted. It was important for
    Russia to make an offer to the US and Israel in order to show that it is an important diplomatic mediator. "On the one hand, this boosts its standing as a mediator," Mardasov noted. "On the other hand, this is bargaining. For example, Russia can say: we'll contain Iran, but you Americans should leave Al-Tanf.     This is extremely unusual because Moscow has a track record of issuing sharp unambiguous responses to fake news claims and sometimes even outright mocking them, which strongly suggests that its non-denial implies some degree of truth to the latest reports no matter how “politically incorrect” this may be for the Alt-Media Community to accept. There’s long been a concerted disinformation campaign at play aimed at trying to convince people that Russia is apparently an “anti-Zionist crusader state”, which couldn’t be further from the truth when recalling the regular praise that President Putin lavished on “Israel” during his nearly two decades in office, which led to the author concluding that President Putin is actually a proud philo-Semite.
    After all, Russia successfully “convinced” Iran to withdraw it and its allied forces 140 kilometers from the “Israeli”-occupied Golan Heights in southwestern Syria at what RT even cited the Russian Ministry of Defense spokesperson as saying “was done at the request of Tel Aviv”. Not only that, but Russia’s flagship international media outlet also quoted the Defense Ministry in the same report as confirming that the country passively facilitated the more than 200 strikes that “Israel” carried out in Syria since January 2017 (which interestingly coincides with when Moscow unveiled its Russian-written “draft constitution” for the Arab Republic). Moreover, Russia “provided assistance in preserving Jewish sacred places and graves in the city of Aleppo” on top of dangerously digging up “the remains of some Israeli servicemen that died during the past conflicts in an area where the Syrian forces were combating Islamic State (IS, former ISIS) terrorists at that time.”


    The Second Non-Denial
    None of this should be surprising since Russia and “Israel” are allies, or rather, Russia has done so much to ensure “Israel’s” security that the latter could be described as a joint protectorate between Moscow and Washington at this point. In fact, it could even provocatively be argued that Russia has done more for “Israel” lately than the US has, especially when considering that America was unable to carve out the “buffer zone” in southwestern Syria nor put its men’s lives on the line to “preserve Jewish sacred places and graves in the city of Aleppo” as well as dig up “the remains of some Israeli servicemen that died during the past conflicts” in Syria. Therefore, it could have almost been expected that Russian Deputy Foreign Minister Sergei Ryabkov would release a follow-up non-denial that also strongly suggests some truthfulness to Axios’ explosive claims that President Putin is coordinating Iran’s withdrawal from Syria with Netanyahu.
    The high-ranking official let the cat out of the bag by saying that
    “Regarding the specific aspect of lifting sanctions in exchange for something, I can’t confirm it. There were close, but not coinciding with this idea, which did not develop. But we continue to look at what can be done in this area in conjunction with all the participants, all the countries that we are talking about now.”
    The part about how “there were close (proposals), but not coinciding with this idea” reveals that Russia was in fact discussing something along these lines all along in spite of its official denials, exactly as the author in hindsight correctly analyzed back in May. In fact, subsequent “policy proposals” by the influential and publicly financed Russian International Affairs Council (RIAC) suggest that the Kremlin is very serious about removing Iran from Syria.

    France and Germany will reportedly take the lead on a special purpose vehicle (SPV) for transactions with Iran from within the European Union, The Wall Street Journal reported Nov. 26. The plan stipulates that France or Germany would host a corporation that will lead the SPV, while an official from the other country will head the corporation.

    U.S. diplomatic pressure and the risks of sanctions have thus far prevented any country from taking the lead on the SPV. With France and Germany jointly backing the SPV, Paris and Berlin are hoping that their governments are too influential for Washington to sanction.

    Due to lack of a payment mechanism, Taiwanese firm Formosa Petrochemical will not be buying Iranian oil despite a U.S. waiver to do so, and will replace part of its Iranian oil intake with crude from Iraq, company spokesman KY Lin told Reuters on Thursday.
    Taiwan was one of eight Iranian oil buyers that received U.S. waivers to continue importing reduced volumes of oil from Iran at least until early May 2019.
    However, the lack of mechanism to pay for Iranian oil is a challenge to Formosa Petrochemical, which has turned to Iraq to replace part of the barrels it would have otherwise purchased from Iran.
    “There is no payment mechanism, so we will suspend Iranian oil loadings for the time being,” Formosa’s Lin told Reuters.
    “So the Iraqi contract is to replace some of the Iranian volume,” the spokesman said, adding that the company had signed a term deal with Iraq’s state oil marketing company SOMO to buy Basra Light crude next year.

    The UN Security Council will meet behind closed doors on Tuesday at the request of France and Britain after they accused Iran of test-firing a medium-range missile at the weekend, diplomats said.The United States said the missile launch on Saturday was a violation of a UN resolution that endorsed the 2015 Iran nuclear deal, from which Washington has withdrawn.
    That resolution calls on Iran to refrain from testing missiles capable of carrying a nuclear weapon.
    France said it was concerned by the test-firing with the foreign ministry describing it as "provocative and destabilising" and "does not conform" with UN resolution 2231 on the Iran deal.
    British Foreign Secretary Jeremy Hunt called the missile test "provocative, threatening and inconsistent" with the resolution and said Britain was determined "that it should cease."
    Iran has long maintained that its missile program is defensive in nature and not aimed at ensuring the delivery of a nuclear weapon, a stance supported by Russia at the Security Council.

    GENEVA (Reuters) - Iran wants to increase its missiles’ range, a senior military official was quoted as saying on Tuesday, a move that would irk the United States which views Tehran’s weapons program as a regional security threat.

    U.S. President Donald Trump pulled out of an international nuclear agreement in May and reimposed sanctions on the Islamic Republic, criticizing the deal for not including curbs on Iran’s development of ballistic missiles.

    “One of our most important programs is increasing the range of missiles and ammunition,” said the head of the Iranian air force, Brigadier General Aziz Nasirzadeh, according to the semi-official Fars news agency.

    “We don’t see any limitations for ourselves in this field.”

    Iran’s military has cited 2,000 km (1,240 miles) as the current missile range, and said U.S. bases in Afghanistan, the United Arab Emirates and Qatar, plus U.S. aircraft carriers in the Gulf, were within range.

    The Reuters piece conflates ground launched ballistic missiles with air-to-air missiles that the air force commander wants to develop. The U.S. does not care about Iran's air-to-air missiles. It itself has far superior ones. The U.S. does care about Iran's ballistic missiles. But the Iranian general did not talk about those at all. The quote Reuters attributes to the Iranian general it is taken out of context and used to propagandize a non-issue.

    The FARS piece Reuters cites is absolutely clear with what the air force commander means, even while its headline is probably too generalized:

    Iran Sees No Limit for Increasing Range of Missiles

    Commander of the Iranian Air Force Brigadier General Aziz Nasirzadeh announced the country's plans to boost the range of its air-to-air missiles.

    "Today, we are after increasing the range of our air-to-air missiles. Therefore, one of our most important plans is increasing the range of missiles and ammunition. We are after Beyond-Visual-Range (BVR) missiles and ammunition and consider no limitations in this regard for ourselves because the Air Force should heighten the country's deterrence power along with other (Armed) Forces," General Nasirzadeh told FNA on Tuesday.

    The underlined part is the only one Reuters cites. In the original that part is led and followed by its context - air-to-air missiles. That very clear context is simply left out. Reuters thus frames the quote as related to ballistic missiles even though it has absolutely nothing to do with them.

    Air-to-air missiles are used from one fighter jets against other fighter jets and bombers. Beyond visual range is defined as more than 20 miles or 37 kilometer. BVR air-to-air missiles allow for attacks on planes that are only detected on radar. These are normal ammunition for any modern airforce and have little strategic impact.
    Ballistic missiles are ground to ground munitions with a large range. Iran voluntarily limits the reach of its ballistic missiles to 2,000 kilometers.

    Brigade General Nazirzadah is head of the Iranian Air Force. Iran's ballistic missiles belong to the Iranian Revolutionary Guard Corps’ Aerospace and Missile Force under Brigadier General Amir Ali Hajizadeh. Those are two very different organizations, with a different line of command, and with totally different kinds of missiles. The Trump administration opposes Iran's ballistic missile programs, not its meager air-to-air capabilities.

    The Reuters writers surely know all this. It is thus obvious that the piece is a willful manipulation of the original FARS piece it is based on.

    The Reuters piece has to be seen in the context of the campaign to wage war on Iran currently run by the main neoconservatives in the Trump administration, National Security Advisor John Bolton and Secretary of State Mike Pompeo.

    On December 1 Pompeo tweeted:

    Department of State @StateDept - 17:01 utc - 1 Dec 2018 .@SecPompeo: Iranian regime just test-fired a medium range ballistic missile capable of striking Europe & the Middle East. This violates #UNSC Res. 2231. #Iran’s missile testing & proliferation is growing. We are accumulating risk of escalation if we fail to restore deterrence.

    The State Departments press statement attached to the above tweet is headlined:
