    The US Constitution failed because the rulers, i.e. the voters, chose to ignore it, as was always in their power, by design.

    In any system it is possible for the people in positions power or all the people to ignore the ruler and thereby render his/its rule null and void.

    Anyone or any enshrined philosophy or set of rules can rule if people submit to it because rulership is granted by those who submit to it, submission creates rulership not the other way around, no one and nothing can rule without submission, submission can be intimidated out of people but that is not rulership the ruling begins when the intimidation is not actively required anymore.

    Certain people may be disinclined to admit this, because it annihilates their idea of democracy.

    If the king's court and/or parliament obey him then he will rule but they may not, it is the same in either case.
    No king could rule with the kind of disloyalty the Constitution has been subjected to, if he was lucky he would end up like the Emperor of Japan under the Shogunate, a figurehead with no power. (which is very close to the status our Constitution has)

    Also there are supposed to be multiple checks and balances to keep the members of government from violating the Constitution, if necessary the military is supposed to launch a coup to protect it.
