    What is the problem?

If you have a license plate that is evidence you are exercising a privilege.

There are any number of things.

People have printed out fake plates on their printer (with numbers of their friends), taped them over their plates, and then driven through the red light cameras for gags.

Some people have not been the one driving the cars when the infraction occurred.

    Sometimes the cameras have malfunctioned.

    The list goes on.
