The 1934 NFA required registration and payment of a $200 tax to own an automatic weapon.
1986 legislation made the registration of additional automatic weapons impossible, so, in effect no newly made automatic weapons available to the civilian market.
Additionally 1986 BATF regulations required registration of ARs using M16 receiver parts (disconnector, hammer, selector, etc.), which was a common practice in ARs, but just because they had to be registered, did not mean it was OK to make them into automatic weapons.
Will they be legal again probably depends on a SCOTUS ruling that the NFA is an infringement on the right to keep and bear arms (combines effect of the Heller and Miller cases). Otherwise, we can be sure that the .gov does not want us to have such things.
