    House panel to weigh bill expanding gun rights

    The Judiciary Committee is scheduled to vote Wednesday on a National Rifle Association-supported bill that would allow a gun owner with a state-issued concealed carry permit to carry a handgun in any state that allows concealed weapons.
    The reciprocity measure would allow gun owners to travel freely between states without worrying about conflicting state laws or "onerous" civil suits, said Rep. Richard Hudson, R-N.C., the bill's sponsor.
    The Judiciary panel also is expected to consider legislation to strengthen the FBI database of prohibited gun buyers after the Air Force failed to report the criminal history of the gunman who slaughtered more than two dozen people at a Texas church.
    Despite calls by Democrats for tighter gun control, Congress has taken no steps on guns in the weeks following the Oct. 1 shooting in Las Vegas that killed 58 people and the Nov. 5 shooting in Sutherland Springs, Texas.
    A bid to ban the "bump stock" device that the Las Vegas shooter used to fire a semi-automatic rifle at near-automatic rates fizzled, even as lawmakers from both parties expressed openness to the idea in the days following the shooting.
    Senators from both parties, including the Senate's No. 2 Republican, John Cornyn of Texas, support the background check measure, which would ensure that federal agencies, such as the Defense Department, and states accurately report relevant criminal information to the FBI.

    This will be used as a means to kill "Constitutional Carry" while doing little to nothing to help those stuck behind enemy lines in criminal victim zones like Ill-Annoy or New Jerkey.

    Count on it.

    I don't see how, a state could always let it's own residents or even citizens of other states carry concealed without a license, several "Constitutional Carry" states already offer a license for reciprocity purposes.

    Once you allow the fedgov's nose into the tent, they will assert control and "uniformity".

    I can see a future congress passing a "Concealed Carry Safety Act" mandating that legal CCW in any state must comply with federal standards set by BATF.

    Well they COULD try to pass a National concealed carry law right now for all the respect they give the 10th amendment, they COULD have as part of any of the gun control laws they have passed in the 20th century but they haven't for some reason and I don't think anything has changed that would make it more likely.

    Besides the law, "shall not be infringed", states already perform checks.

    “(c) (1) A person who carries or possesses a concealed handgun in accordance with subsections (a) and (b) may not be arrested or otherwise detained for violation of any law or any rule or regulation of a State or any political subdivision thereof related to the possession, transportation, or carrying of firearms unless there is probable cause to believe that the person is doing so in a manner not provided for by this section. Presentation of facially valid documents as specified in subsection (a) is prima facie evidence that the individual has a license or permit as required by this section.

    “(2) When a person asserts this section as a defense in a criminal proceeding, the prosecution shall bear the burden of proving, beyond a reasonable doubt, that the conduct of the person did not satisfy the conditions set forth in subsections (a) and (b).

    “(3) When a person successfully asserts this section as a defense in a criminal proceeding, the court shall award the prevailing defendant a reasonable attorney’s fee.

    “(d) (1) A person who is deprived of any right, privilege, or immunity secured by this section, under color of any statute, ordinance, regulation, custom, or usage of any State or any political subdivision thereof, may bring an action in any appropriate court against any other person, including a State or political subdivision thereof, who causes the person to be subject to the deprivation, for damages or other appropriate relief.

    “(2) The court shall award a plaintiff prevailing in an action brought under paragraph (1) damages and such other relief as the court deems appropriate, including a reasonable attorney’s fee.
