The funny part is the people he is turning in support big government, higher taxes, and "free" govt paid everything for them. And yet don't pay taxes. Its about exposing hypocrites, which is always funny.
But in reality its not real, you can't turn somebody in with a screen name, you need all their tax info. real name, ssn, address, etc.
How do you know they support those things? Maybe they do, but I have no way of knowing, do you?
And I'm sure the IRS can find a way past their "anonymity".

I don't know, don't really care. Just explaining what is supposed to be funny about it. As to the IRS, sure. But actually file a report and get the "reward" you need all that info. Personally, I'd be surprised if the various services they are using aren't already reporting their info to the IRS.
