Putin Claims U.S. Intelligence Agents Funneled $400 Million To Clinton Campaign

Vladimir Putin made a bombshell claim during Monday's joint press conference with President Trump in Helsinki, Finland, when the Russian President said some $400 million in illegally earned profits was funneled to the Clinton campaign by associates of American-born British financier Bill Browder - at one time the largest foreign portfolio investors in Russia. The scheme involved members of the U.S. intelligence community, said Putin, who he said "accompanied and guided these transactions."
Browder made billions in Russia during the 90's. In December, a Moscow court sentenced Browder in absentia to nine years in prison for tax fraud, while he was also found guilty of tax evasion in a separate 2013 case. Putin accused Browder's associates of illegally earning over than $1.5 billion without paying Russian taxes, before sending $400 million to Clinton.

After offering to allow special counsel Robert Mueller's team to come to Russia for their investigation - as long as there was a reciprocal arrangement for Russian intelligence to investigate in the U.S., Putin said this:
For instance, we can bring up Mr. Browder, in this particular case. Business associates of Mr. Browder have earned over $1.5 billion in Russia and never paid any taxes neither in Russia or the United States and yet the money escaped the country. They were transferred to the United States. They sent [a] huge amount of money, $400,000,000, as a contribution to the campaign of Hillary Clinton. Well that’s their personal case.
It might have been legal, the contribution itself but the way the money was earned was illegal. So we have solid reason to believe that some [US] intelligence officers accompanied and guided these transactions. So we have an interest in questioning them.

We would expect Putin to show some receipts for such bombshell allegations, while President Trump did not challenge the claims.
    Who is Bill Browder?
Clueless American media in Helsinki might want to watch Andrey Nekrasov’s “Magnitsky Act: Behind The Scenes” on how fraudster and US defector Bill Browder played Congress with his personal fortune and helped ignite a new Cold War. Browder got screening cancelled in EU parliament. https://t.co/tmTyB2N8Kk
    — Max Blumenthal (@MaxBlumenthal) July 16, 2018
From a report we noted in February by Philip Giraldi of The Strategic Culture Foundation:
Israel Shamir, a keen observer of the American-Russian relationship, and celebrated American journalist Robert Parry both think that one man deserves much of the credit for the new Cold War and that man is William Browder, a hedge fund operator who made his fortune in the corrupt 1990s world of Russian commodities trading.
Browder is also symptomatic of why the United States government is so poorly informed about international developments as he is the source of much of the Congressional “expert testimony” contributing to the current impasse. He has somehow emerged as a trusted source in spite of the fact that he has self-interest in cultivating a certain outcome. Also ignored is his renunciation of American citizenship in 1998, reportedly to avoid taxes. He is now a British citizen.
Browder is notoriously the man behind the 2012 Magnitsky Act, which exploited Congressional willingness to demonize Russia and has done so much to poison relations between Washington and Moscow. The Act sanctioned individual Russian officials, which Moscow has rightly seen as unwarranted interference in the operation of its judicial system.
Browder, a media favorite who self-promotes as “Putin’s enemy #1,” portrays himself as a selfless human rights advocate, but is he? He has used his fortune to threaten lawsuits for anyone who challenges his version of events, effectively silencing many critics. He claims that his accountant Sergei Magnitsky was a crusading "lawyer" who discovered a $230 million tax-fraud scheme that involved the Browder business interest Hermitage Capital but was, in fact, engineered by corrupt Russian police officers who arrested Magnitsky and enabled his death in a Russian jail.
Many have been skeptical of the Browder narrative, suspecting that the fraud was in fact concocted by Browder and his accountant Magnitsky. A Russian court recently supported that alternative narrative, ruling in late December that Browder had deliberately bankrupted his company and engaged in tax evasion. He was sentenced to nine years prison in absentia.

"They sent a huge amount of money, over 400 million, as a contribution to the campaign of Hillary Clinton," he said. "Well, that’s their personal case. It might have been legal, the contribution itself, but the way the money was earned was illegal."

Did Browder's associates send $400 million to Hillary Clinton's campaign?

No. We found $17,700 donated to Clinton and another $297,000 to the Democratic National Committee.

    A little background

The Russians say that Browder and his partners at Ziff Brothers Investments, a New York venture capital firm, illegally syphoned billions of rubles out of the country. To add salt to the wound, Browder had led the charge to pass the 2012 Magnitsky Act, a law that penalizes Russian officials suspected of sanctioning the death of Browder’s lawyer Sergei Magnitsky in a Russian prison.

The Ziff brothers came up during the June 2016 meeting at Trump Tower between Donald Trump Jr. and others, and Natalia V. Veselnitskaya, a Russian lawyer who promised dirt on the Hillary Clinton campaign. According to transcripts from Senate Judiciary Committee interviews, Veselnitskaya’s materials described the Ziffs as Democratic donors, although Trump’s son said they gave both to Democrats and Republicans.

    Follow the money
We reached out to the Russian Embassy and the Russian consulate in Washington to get details on the $400 million donation and had not heard back in time for our deadline.

Given that Veselnitskaya tied Browder and the Ziff brothers together, we researched their political donations.

Browder became a British citizen and can’t legally contribute to U.S. candidates. Ziff Brothers Investments through its executives can give freely, and they have.

Before we get into their political contributions, we also wondered if Putin could have been talking about money that went to the Clinton Foundation. In past years, Browder and Ziff Brothers Investments had given to the Clinton Global Initiative, a project of the Clinton Foundation, but the total was not more than $110,000, records show.

In the 2016 election cycle, Ziff Brothers Investments gave $1.7 million. According to the Center for Responsive Politics, nearly two-thirds, or about $1.1 million, went to Democratic committees, and the rest to Republicans.
Unless Putin had other Browder associates in mind, his figure of $400 million going to the Clinton campaign is a massive exaggeration. Between the Clinton campaign and the Democratic National Committee, the Ziffs gave about $315,000.

The Clinton campaign raised $563 million overall, so Putin's sum would account for nearly three-fourths of all donations. (PACs affiliated with Clinton's campaign raised an additional $231 million, according to the Center for Responsive Politics.)
But Putin did say during that press conference that he could not be trusted.

    Browder is a Putin foe.

What we know about Bill Browder

Browder is a hedge fund investor and financier, who once had the largest holdings in Russian capital of any foreigner. To avoid paying taxes on his portfolio, Browder renounced his American citizenship and moved to London.

In 2005, Browder was abruptly blacklisted by the Russian government as a result of his attempts to expose endemic corruption in the country’s financial oversight system, which is heavily intertwined with its government.

After that, Browder became an outspoken opponent of Putin. When an employee of Browder’s hedge fund was arrested and died in prison after a year of improper medical treatment, Browder led the charge for sanctions to be put on Russia.

Those sanctions became known as the Magnitsky Act, named after the deceased employee, and barred high-level Russian officials from entering or doing business with the United States—likely costing Putin and oligarchs connected to him enormous amounts of money.

It was that law which prompted Putin to reverse his policy on American families adopting Russian children. Eventually, it also wound up serving as the pretext for the infamous July 2016 Trump Tower meeting involving Donald Trump Jr., Jared Kushner, and Paul Manafort—though none of the participants in the meeting seemed to know it at the time.

White House press secretary Sarah Huckabee Sanders said Wednesday that President Trump will discuss allowing Russian investigators to come to the United States to question U.S. citizens, including a former American ambassador to Russia.
Sanders said during a White House press briefing that Trump is “gonna meet with his team” to talk about the potential for Russian officials to question U.S. citizens like Michael McFaul, who was ambassador to Russia from January 2012 to February 2014.
“There was some conversation about it, but there wasn’t a commitment made on behalf of the United States,” Sanders said. “The president will work with his team and we’ll let you know if there’s an announcement on that front.”

Russian President Vladimir Putin said during a press conference with Trump on Monday that the Kremlin would permit special counsel Robert Mueller’s team to travel to Russia and attend the questioning of 12 Russian intelligence officers indicted in the probe, if Russia is allowed to help interrogate some people “who have something to do with illegal actions in the territory of Russia.”
Russia state-owned outlet RT reported that Russia wanted to question McFaul and Christopher Steele, author of the so-called Steele dossier, and others in its investigation into American financier Bill Browder. Browder is a prominent critic of Putin who lobbied on behalf of the Magnitsky Act, which imposed sanctions against Russia.

President Donald Trump has rejected a proposal by Vladimir Putin to allow Russian officials to interrogate a former US ambassador and other American citizens, the White House said Thursday."It is a proposal that was made in sincerity by President Putin, but President Trump disagrees with it," said Press Secretary Sarah Sanders.
Putin had offered a quid-pro-quo of permitting US justice officials to go to Russia to question 12 intelligence officers indicted for hacking Democratic Party computers, in exchange for Russia being allowed to question former US envoy to Russia Michael McFaul and others.
"Hopefully President Putin will have the 12 identified Russians come to the United States to prove their innocence or guilt," said Sanders.

Did you watch it? For those of us that hate video, and/or don't have 2 hours to spend watching it, I can recap.

Read Zippy's stuff about Browder. Browder's lawyer died in prison, and Browder has been promoting a story that asserts the lawyer was killed by local police to cover up a $250 million tax scam.

The filmmaker is also at odds with Putin, as his most famous documentary was about a man who was allegedly poisoned to death by Putin's henchmen.

The filmmaker began making the film version of Browder's story, only to slowly discover the facts didn't quite match up. The more questions he asked, the more the story didn't make sense. At the conclusion, I was pretty much convinced that Browder fabricated the tale to cover up his shenanigans.
