Deep State was initially used by Snowden to describe people who were unelected bureaucrats who worked for the government and had a lot more power to spy on Americans and carry out secret operations than those officials who were elected.

It has somewhat been transformed to describe those who are generally working together against the American people, a shadow government, if you will, and have some power in government, or over government, or working with that group through the media cabal, corporate, banking, military industrial complex, etc.

So yes, unelected government workers like CPS people who were trafficking children (which is much more widespread than you can imagine) are deep state pedophiles. Many of those folks are a lot closer to the people at the top than you may have previously imagined.
