Hello, I've seen it argued by libertarians and constituitonalists that grand juries were put in place as a method for the people to make themselves into basically the 4th branch of government, by allowing citizens to indict government officials when they break the law by violating the constitution.
Does anyone have more information on this? Is this assessment correct, or is this a very broad interpretation of the 5th amendment?
