    It's definitely not skill shortages. I work in immigration and know a lot about the H-1B visa. The requirement is that it must be a "professional" position for a which a specialized bachelor's degree is normally required (Accountant, Teacher, Doctor, Engineer, Business Manager, etc.). There's no experience requirement and it doesn't even need to be STEM-related. The employers are required to pay a minimum DOL set wage ("prevailing wage") but it is less than the market rate. I detest the argument that they can't find U.S. workers to do these jobs.
