My choice of third person pronouns for myself is generally irrelevant. I'm not typically involved in the conversations that use them. It's other people referring to me in the third person, usually from a distance. I'm not a conversational partner in those exchanges. Those people could be referring to me as "That A$$hole" or "That Motherfukker" for all I know.

I’m just spitballin’ here so bear with me but I’d guess the facts that they’ve been allowed to grow way too big (or exist at all, but that’s another thread) and they spend more than they actually take in might, just maybe, have something to do with it.

That’s the total amount the city shorted the fund in fiscal years 2017 and 2018, according to a letter from the pension fund’s lawyers.
East St. Louis is the fourth Illinois city to face state funding interception since that remedy first became available to pension systems in 2018, said Abdon Pallasch, spokesman for Illinois Comptroller Susana Mendoza. The others are Harvey, North Chicago and Chicago.

The pension boards, meanwhile, have struck back hard. They voted to ask the Illinois Comptroller to intercept state funds bound for East St. Louis and instead direct that money to the pensions.
The problem is that East St. Louis uses funds for operations to run departments like police and fire. Neither the mayor nor the city manager would comment on camera.
The You Paid For Team talked to Councilman Ryan Cason. He says, “Ahh, [we] may have to close our door. Payless paydays, possible job cuts, it would be unfortunate for the city to not have a police department and fire department to go out and help save lives.”
The East St. Louis Police and Fire Pension Boards plan to ask the Illinois comptroller to seize state money allocated to the city government and use it to help fund their pensions.
The city government has not contributed to the pension funds since September. East St. Louis already had been behind in funding the pensions by millions of dollars when it stopped its contributions, officials said.
City Manager Robert Betts said intercepting roughly $7 million in state money and shifting it to the pension funds would be devastating for the city, triggering layoffs and cuts in services. “The city is bracing itself for the intercept,” he told the BND.

OK , if you create a state job w/ pension and retirement requirement you already knew about cost of . Money was to be put back . Its been spent, so stolen from taxpayer to be given a different project expecting to go back and steal from taxpayer again.Not be allowed in my state.
