Well then, it sounds like they were admitting it. While not totally in line, they seemed to have formed a circular firing squad there. If they stick their heads out of the window with a gun, the SS snipers might think they are a threat and shoot them. And the SS snipers may have had that as a concern firing at a shooter between them and the second floor of that building.
That's just some common sense possibilities, but nothing excuses the inaction, whether through incompetence or malintent...

It's not a debunking video. Chase opens up by saying outright that her behavior is strange, and he goes on to reconfirm that her total lack of fear-response and her fixation on getting the action on video, even over concern for her own life, is strange. It's true that there are mitigating factors that make her behavior slightly less strange than you would gather from the zoomed-in shot. But it's still very, very strange, and both the host and Chase make it clear in the opening that they're not trying to tell the viewer what to conclude about her behavior, they're just showing what is there to be seen from the footage.
Not everything has to be painted in the most simplistic red-bold-underline all the time. The real world contains many nuances.

There have been plenty of theories going around about who she was, that she was an FBI agent, that she was in on it, etc. In the video you posted, they debunked a popular zoomed in video. She didn't hold up a sign in front of herself, plenty of people were looking the same direction as she did, plenty of people didn't react with excessive fear.
As matter of fact, people were bragging after the fact that no one panicked.
The only thing left that she did different was starting taking pictures or video of the historic event right in front of her. And in the larger population, especially including younger people, taking video is not unusual in a dramatic or dangerous scenario, it's pretty much common.
