Diversity honor I'm sure.

In 2016, Atangana and Baleanu suggested differential operators based on the generalized Mittag-Leffler function. The aim was to introduce fractional differential operators with non-singular nonlocal kernel. ...
...
The kernel used in Atangana–Baleanu fractional derivative has some properties of a cumulative distribution function. For example, ... Therefore, we have that, the function ... is the cumulative distribution function of a probability measure on the positive real numbers. The distribution is therefore defined, and any of its multiples, is called a Mittag-Leffler distribution of order ... It is also very well-known that, all these probability distributions are absolutely continuous. In particular, the function Mittag-Leffler has a particular case ..., which is the exponential function, the Mittag-Leffler distribution of order ... is therefore an exponential distribution. However, for ..., the Mittag-Leffler distributions are heavy-tailed. ...

Maybe. Maybe not.

As Thomas Sowell, Walter Williams, and others have pointed out far more effectively and eloquently than I could ever hope to do, as long as "diversity" hiring and honoring are things, suspicions that "diverse" hires and honors might have been otherwise undeserved will also be things.

Such suspicions may be incorrect in any particular case (such as this one), but they are not automatically unreasonable. That is one of the ugly things that makes the practice of "diversity" hiring and honoring so nasty and pernicious (and counter-productive in the long term).

At the very minimum, he had significant help from a white person (the "Baleanu" in "Atongana-Baleanu derivative" -- which is alphabetically sorted, I'm sure)

This researcher has already been flagged by Retraction Watch for junk math: https://retractionwatch.com/2021/02/...per-retracted/. The comment section is highly illuminating. (TheTexan - read the comments lol)

Almost all (probably all, but just being on the safe side) of these papers are junk: https://scholar.google.com/scholar?s...=en&as_sdt=0,5

They are in journals known to be junk, like the infamous Chaos, Solitons, and Fractals and the citation network comes almost completely from a small number of authors producing similar junk science. The papers are all either trivial calculus/numerical analysis exercises or useless "applications" papers of their junk theories. The Retraction Watch paper notes that Atangana is an editor in at least two of the junk journals (The European Physical Journal Plus and Chaos, Solitons, and Fractals).

He does not have a single paper published in what would be considered a good journal.

edit: forgot to mention that Atangana has been removed completely from the list of Clarivate top researchers list referred to in your first link its latest edition (they changed their methodology to address misconduct): https://clarivate.com/highly-cited-r...arned_coverage

At first I was like "ranked #1"? By whom? I was not aware of this contest. When do they hold the Mathematics Olympics?

Then I watched the video, and it's a list by Stanford University. I don't doubt he's a very skilled mathematician, but this is akin to something like the Rolling Stone Top 100 guitar players of all time. Politics certainly do play a role, unfortunately.

I do

12. LOL jeez they should give him an award for #1 scam artist

https://retractionwatch.com/2022/05/...te-this-paper/

edit:

It's also possible that Baleanu is the brains behind the scam

And that was the heavy favorite.
I wouldn't care in the least if the longshot paid off and the guy was a genius of some sort, but the very fact he is being promoted tells us more than the average IQ scores of various ethnicities.
His skin could be the color of Vantablack and it would still be possible for him to be a genius, but if he was the real thing it would be almost impossible that you would hear about him, the powers that be don't want the real thing in the public eye, they want useless idiot puppets they tell you are the real thing and use to feed you lies and maybe the occasional truth that is useful to them.
Even if they get control of one of the real geniuses they keep them under wraps and give credit for their work to the phony puppets.
