Anyone who allows one country to stockpile munitions is risking provoking a war. The State Department is an executive branch agency, Congress is the holder of the purse strings, and you're in one breath doubting that U.S. taxpayers provided those weapons and saying it was Congress paid for them, because what other role could they have played?

Russia has certainly stockpiled munitions and munition manufacturing capacity.
Having weapons doesn't cause wars, it's what Biden and Ukraine got up to after Trump was out that started the war.
