It was over a vote where he didn't agree with the huge "fine" on Adam Schiff. Massie was in court at the time fighting against such fines because Pelosi had fined Massie, and it was unconstitutional. But as they are extreme Trump partisans, it probably stemmed all the way back to when Trump attacked Massie. No apologies that I know of.
