THREAD: "Qualified Immunity" was literally a mistake
The "civil rights landmark" referred to is "Section 1983", passed by Congress in 1871.
Apparently, "qualified immunity" is the consequence of 16 critical words having been omitted from the text of that law when the first official compilation of federal laws was assembled in 1874. The omitted words clearly and explicitly negated the premise upon which the Supreme Court subsequently justified its "qualified immunity" rulings. (See the thread linked above for details.)
