New public-private GSEs called National Investment Authority and National Infrastructure Bank and National Capital Management Corporation. White paper worth a read. If Congress passes it, Congress basically creates three entities that then make Congress itself irrelevant in most major fiscal affairs after Congress approves and funds them.

Pay no mind that the author, Saule Omarova, is an avowed communist, recently became Biden's nominee for Comptroller of Currency and the model is a copy of the Asian Infrastructure Investment Bank (AIIB). Coincidence, surely. Nationalizing infrastructure and building out Agenda 2030 communism through forced public spending outside of Congress' control. Paper even admits that no one wants to provide capital toward their planned projects so it has to be forced. Gee I wonder why? Because they always take 3 times as long as planned, cost 10 times as much as planned and usually don't work half as well as planned?
From wiki:
Another write-up on herOmarova was born in Almaty Region of the Kazakh Soviet Socialist Republic,[4] stating in a 2020 interview with Chris Hayes that "I went to high school in a small, tiny Kazak[h] provincial town on the outskirts of the Soviet Empire".[5] Omarova graduated from Moscow State University in 1989 on the Lenin Personal Academic Scholarship.
