    You might be falling for pro forever-wars gwpundit neocons fallacious argument. Pauls Revere has posted informative summary of costs of this war somewhere on this forum couple of days ago. Super powers interventions there of last 40 years for their self-serving agendas have created more homeless, kids without mothers/fathers, women without kids/husbands than any other war in last half century... Iraqi Freedom War might come close though.

    Time will tell if this gen of Talibans is really more respectful of rights of the weaker gender and the weak in society or just lip service, their top backer reportedly had sought commitments to be more inclusive from them before supporting them ( in contrast, can't find any old headline suggesting that Carter/Reagan had sought similar commitments about rights of women when they started funding/arming previous crop of Islamic militants/foreign fighters there ).

    Taliban announces 'amnesty' and urge women to join government

    A Taliban official has announced a general "amnesty" for all in Afghanistan and urged women to join its government.
    After seizing control of the country over the weekend, the Taliban had attempted to portray itself as a more moderate ruling body than it was in the 1990s when they imposed a brutal regime. Many Afghans remain skeptical about the Taliban's intentions.

    Older generations remember the Taliban's ultra-conservative Islamic views, which included severe restrictions on women as well as stonings, amputations and public executions before they were ousted by the U.S-led invasion that followed the Sept. 11, 2001, terror attacks.
    Enamullah Samangani, a member of the Taliban's cultural commission, made the comments Tuesday on Afghan state television, which the militants now control.
    Samangani said, "the Islamic Emirate (the militant's name for Afghanistan) don't want women to be victims," adding that the structure of the government remains unclear, but he added that "based on experience, there should be a fully Islamic leadership and all sides should join."

    Reports like above should provide some political cover for Biden also after bad perceptions mgmt or perhaps some bad mgmt of the transition too. But ending 20 years long war (to which many groups may have been addicted to fleece US taxpayers) on advertized schedule was bound to have some issues.

    China won't be exterting influence for women's rights alone, main drivers for China's support would be their own strategic interests (Belt n Road/ETIM etc) not surprisingly:

    And China's definitions of such commitments might be different from those of other nations.

    We'll have to wait and see. But restarting US military occupation and training of corrupt "Afghan Forces" in forseeable decades looks highly improbable.

    As for above mayor's claimed statement, quick news search did not show reports of reprisals in Kabul. But it's very early and time will tell how true are claims of 'amnesty'. Did come across a claim of targetting in google news :

    If you wanted victory in Afghanistan you should have trained the women instead of the men and offered $200 per Taliban ball sacks.

    It they wanted a victory,, it would have been a Trade Deal 20 years ago instead of Invading them and making another enemy where there was none.

    That's the route China appears to be taking.
    If it is confirmed that China's backing of Taliban at highest levels following July 2021 killing of 9 Chinese engineers working on Belt n Road was the catalyst behind lightening fast Taliban advances, that would mean huge ROI for whatever amount they may have invested.
