Question, how many bills are there?
Theres atleast a spending bill with the foreign welfare and pet projects referred to as the omnibus spending bill.
And the "COVID relief bill", which I'm sure also has plenty of waste:

Does this mean that the payout increase been tied to the passing of the entire bill?(b) EFFECTIVE DATE.—The amendments made by this section are contingent upon the enactment of the COVID-related Tax Relief Act of 2020 and shall apply (if at all) as if included in the enactment of section 272 of such Act.
I'm guessing that they are referring to the COVID bill not the omnibus bill, assuming they can be signed separately.
