One explanation was that the dead people are mainly those who didn't have a DOB and government put in Jan 1 1900. Which is strange that a valid DOB isn't associated with the process.
A ballot audit could fix that.

That was one situation, but they have verified many others with different birthdays, even 1800s, etc, and the "no birthdate" people still need to be looked at.
