That was a huge nothing burger. In context, they are saying that if a voter comes and votes in person, and then produces a second ballot that was mailed to them, they should rip it up. That is the same instructions they had at my polling place, because that exact same scenario happened to me last time. They mail out ballots to everyone, but I voted in person with a new ballot. Thus at the end, I had two ballots, and I told them "I now have two ballots". They said they would take the mailed ballot and destroy. I ripped it up for them.

The fraud potential comes from the system itself. They are flooding the streets with ballots. Not everyone will be honest. Many will vote twice or more.
