Thumbs up US govt to withdraw 2000+ troops from Iraq

It's a good first step but why doesn't President Trump bring ALL of the troops home?

For the same reason there will 5000+ troops still left in Afghanistan post 2020 election in the longest forever war in US history, to keep Iran surroounded from both sides (top GOP-Adelson wing funder is a globalist neocon and big Israel-Netanyahu supporter who had called for US war against Iran. Sanctions alone go only so far).

But pragmatically, won't it be a huge waste of 100s of Billions of taxpayers $$$s if after recent big increases in military spending all the troops were sitting idly in bases at home? Let's think about best ROI for taxpayers.

Also, would top donor of GOPA wing or potus himself would explain what was the return on taxpayers money spent on surges he sent to Iraq post 2016 that are supposed to be reversed now before election date?
Seems though even after his 2016 surge reversal, there may be still more troops there than were when he took office in 2016:

Trump has deployed 14,000 additional troops to the Middle East since May

He's working on it, he only has to outmaneuver the MSM and the MIC.
But he has said specifically that they will all be coming home.
