    RFID chips don't track people. This is true. The chips are passive. RFID readers stationed around the town could track the movement of individual RFID chips and, stored in a database, form a picture of it's movement around the town. Victoria's Secret isn't going to spend $$$ to do it, but some govco alphabet agency might.
