The article is partially correct, however, as the more individualistic European populations do, indeed, identify less with one another on the basis of race. However, to highlight this as the reason would indicate that such individualistic identification is, infact, inimical to those people as a group.

Black is the american slave diaspora, not Africans in general. Its a uniquely American phenomenon. Most countries with large ex-slave populations have specific terms for them.
