U.S. Police Routinely Travel to Israel to Learn Methods of Brutality and Repression

    http://www.awdnews.com/index/u-s-pol...ty-repression/

    29 September 2017

When McKinney, TX police officer David Eric Casebolt brutally took down a teenage girl at a pool party in June, he was using a form of martial arts called Krav Maga in which he trained exclusively. These combat techniques were developed by the Israel Defense Forces (IDF).

This is a small reflection of a larger reality that exists in U.S. law enforcement, one that helps explain the brutality and militarization that now characterizes so many police forces. Since 9/11, cops have been traveling abroad to learn from one of the most repressive and dangerous State forces in the world today—the Israeli military and intelligence apparatus.

Political commentator John Miranda recently stated that police brutality is directly linked to the training some officers receive in Israel.

At least 300 high-ranking U.S. sheriffs and police from all over the country, as well as FBI and US Customs and Border Protection agents, have traveled to Israel to learn first-hand the most efficient means of subduing populations. The purported reason is counterterrorism, but protests and crowd control methods are commonly discussed.

Police are not learning from the Israeli criminal law sector that deals with Jewish residents. U.S. police are learning from Israel’s military justice system, which controls Palestinians through paramilitary and counterinsurgency tactics. Residents of Gaza and the West Bank live in what is essentially a giant prison camp, where oppression and brutality from the IDF is a way of life. The use of excessive or deadly force for crowd control is rarely questioned.

Three organizations are responsible for sending U.S. cops to Israel for training—the Anti-Defamation League (ADL), the American Jewish Committee’s Project Interchange and the Jewish Institute for National Security Affairs. The ADL insulted victims of police brutality last month when it honored the St. Louis Police Department (SLPD) just days ahead of the anniversary of Michael Brown’s killing. The SLPD was the first department to enroll in ADL’s training program. The St. Louis Chapter of Jewish Voices for Peace issued a scathing statement in response: “We have cringed as the ADL positions itself locally as a champion of racial profiling legislation while sending US police – including former St. Louis County Police Chief Tim Fitch – to train on population control in Israel, an apartheid police state with more than 60 years of sophisticated expertise in racial profiling, mass incarceration, settler colonialism, and ethnic cleansing targeting the non-Jewish indigenous Palestinian people.”

This occupation-style policing has made its way to U.S. cities and towns and has become standard operating procedure at any protest of government. Also, the very same equipment used by Israeli military for crowd control—tear gas grenades, triple chaser gas canisters, and stun grenades—were used at demonstrations in Ferguson, Oakland and Anaheim. The LRAD (long-range acoustic device) was also used by both Ferguson police and Israeli military forces.

Atlanta mayor rejects demand to end Israel police training

    21 July 2016
The first demand calls for “a complete overhaul of Atlanta Police Department’s (APD) training institutions,” including “a termination to APD’s involvement in the Georgia International Law Enforcement Exchange (GILEE) program, that trains our officers in Apartheid Israel.”
“The best counterterrorism techniques in the world”
“There was a demand that I stop allowing the Atlanta Police Department to train with the Israeli police department,” Mayor Reed acknowledged at a press conference (video above). “I’m not going to do that,” he told reporters.
“I happen to believe that the Israeli police department has some of the best counterterrorism techniques in the world,” Reed insisted. “And it benefits our police department from that longstanding relationship.”

Atlanta officer who fatally shot Rayshard Brooks has been terminated

Updated 12:20 AM ET, Sun June 14, 2020

(CNN)The Atlanta police officer who fatally shot Rayshard Brooks has been terminated, Atlanta police spokesman Carlos Campos told CNN Saturday. A second officer involved has been placed on administrative duty, Campos said.

The announcement about the two officers comes as protesters flooded streets of southeast Atlanta Saturday night, angry over the fatal shooting of Brooks, an unarmed black man who was killed by Atlanta police Friday night.

The protesters surrounded the Wendy's where Brooks was shot and then made their way to nearby Interstate 75/85, bringing the major thoroughfare to a standstill.
The Wendy's where Brooks lost his life was in flames Saturday night, and a crowd also set fire to automobiles near the fast-food restaurant. Earlier in the day, police used tear gas and a flash bang to try to clear the crowd there.
The chaos came after Atlanta's police chief stepped down and the mayor called for the officer who shot Brooks to be fired.
Brooks was shot in the Wendy's parking lot Friday night after he scuffled with officers and ran away with one of their stun guns, according to the Georgia Bureau of Investigation.

Rayshard Brooks, 27, was shot and killed by an Atlanta police officer Friday night.

The incident began with a call to police at 10:33 p.m. Friday about a man sleeping in a parked vehicle in the restaurant's drive-thru lane, causing other customers to drive around it, the GBI said in a statement.
Police gave Brooks a field sobriety test, which he failed, the GBI said. He resisted arrest and struggled with officers, the GBI said.
GBI Director Vic Reynolds said Saturday that his department obtained surveillance video of the incident from Wendy's and reviewed video that witnesses posted on social media.
CNN obtained two videos of the incident, including surveillance video from Wendy's released by the GBI. The other video was provided by an eyewitness who CNN is not naming because they requested anonymity due to privacy concerns.

Former Atlanta Police Chief Erika Shields.

The video from the eyewitness begins in the middle of the struggle between Brooks and two police officers. In the video, an officer is heard telling Brooks to "stop fighting" and "hands off the taser."
The eyewitness told CNN that by the time they arrived on the scene, Brooks' car was parked in a parking spot.

"The fight started when they tried to make an arrest ... after that he took a taser and took off," the witness said.

Policing or Occupation? Crowd control practices in the US and Palestine

An observer viewing crowd control methods in Palestine and in the U.S. might be forgiven for thinking there is a military occupation in both places
By Peter Miller June 17, 2020

It is an outrage to see US police frequently responding with violence and the gross misuse of crowd control weapons against protesters opposing police violence. The police are determined to prove the need for radical change to policing. Working on the issue of Palestinian human rights and equality, I have seen the Israeli military and police engage in the same behavior against Palestinian protesters. There are many parallels and linkages between what is happening in American streets and what happens weekly in Palestine/Israel.

    Tear Gas & Flash Bangs

A tear gas canister fired into the Aida refugee camp in Palestine and made in the USA. Photo by Patrisia Macías-Rojas.
The first obvious parallel is that the US police are using many of the same crowd control weapons as Israel. Even the manufacturers are the same. For example, tear gas supplied by Combined Tactical Systems (CTS) was used against US Citizens in places like Ferguson and Palestinians in the West Bank, and Egyptians in Tahrir Square.
The most important fact about these weapons is that they are dangerous. If you look up “tear gas launcher” you quickly realize that companies do not portray these as “non-lethal” weapons, but “less lethal” weapons. They acknowledge the dangers of using these weapons, even as they promote them.
According to one manufacturer, their flash-bang called the ALS 12-Gauge Bore Thunder, explodes with a sound of 175-182 decibels, louder than a jet engine. According to the CDC, noise above 120 decibels can cause immediate harm to your ears, making these weapons a direct threat to public health. ALS Technologies warns its product “Serious injury or death may occur if the product is misused or in rare or unexpected instances.” (Also available, their “Top Cop Pepper Spray”.)
A flash-bang also explodes at high temperatures and can easily cause hearing loss, concussive injuries, and severe burns. They have severely injured several Portland protesters. In one case, a flash-bang fired into the air ended inside Aaron Anthony Cantu’s bike helmet and exploded against his skull, causing a traumatic brain injury.
And in this time of COVID-19, tear gas has been identified as a significant threat to public health. Crowds of choking, tearing, coughing, sneezing people will likely spread the virus even further.

    How Police Became Paramilitaries

    Michael Shank

Ricardo Arduengo/AFP via Getty ImagesA police officer armed with a semi-automatic carbine watching from an armored vehicle during a rally protesting the death in police custody of George Floyd, Miami, Florida, May 31, 2020 Military might has always paraded in America’s streets. But it wasn’t until this century that it became an often daily presence. In the 2000s, local law enforcement agencies began to adopt the type of military equipment more frequently used in a war zone: everything from armored personnel carriers and tanks, with 360-degree rotating machine gun turrets, to grenade launchers, drones, assault weapons, and more. Today, billions of dollars’ worth of military equipment—most used, some new—has been transferred to civilian police departments. As the ACLU has documented, this has led to the militarization of American policing.

Law enforcement has, in fact, been training for a moment like this—specifically by learning techniques and tactics from Israeli military services. As Amnesty International has documented, law enforcement officials from as far afield as Florida, New Jersey, Pennsylvania, California, Arizona, Connecticut, New York, Maryland, Massachusetts, North Carolina, Georgia, Washington state, and the D.C. Capitol have traveled to Israel for such training. These programs, according to research backed by Jewish Voice for Peace, focus on exchanging methods of “mass surveillance, racial profiling, and suppression of protest and dissent.” The 2018 report has prompted some cities, such as Durham, North Carolina, to oppose police training with Israeli security partners because of concerns about “subsequent harms to communities of color” in the US.

It seems they have not changed their training methods still. If this is confirmed, all US taxpayers funded training outsourced there should be immediately ended and full refund demanded.

I'm not necessarily opposed to knee on the neck to get a resisting suspect cuffed. Bit you don't need to do it for 8 minutes. Maybe 1 tops.

Knee-on-neck is Minneapolis PDs approved method of dealing w/excited delirium suspect.

It's the Minneapolis Poice Department's officially approved method of dealing with suspects suffering from excited delirium. It's exactly what they've been trained to do. They've all known this from day one. I'm going to guess that part of the intention here, is to prevent the suspect from drowning in his own puke - a pretty common way for people to die when they've taken too many drugs - the person cannot be be allowed to lie face up. Chauvin held that position for as long as it took for the ambulance to arrive - about 8 minutes.

Illustration from Minneapolis PD's training materials:
(Article by George Parry - The American Spectator - August 13, 2020)

This is an illustration from the Minneapolis Police Department’s official training materials on how to safely and properly subdue a suspect suffering from “excited delirium,” a potentially lethal medical condition which, due to the rising use and abuse of illicit drugs, has grown to epidemic proportions on the streets of America.

Look closely. The depicted suspect is flat on the ground with his head turned to the side in what the illustration calls “the recovery position to alleviate positional asphyxia.” The officer on the left is kneeling on the side of the suspect’s neck...

Wasn't aware of these risks for people suffering from excited delirium. But if the person being kneeled on has other underlying/pre-existing conditions that can impair breathing or heart functioning etc, that should be taken into account also to improve methods... considering that we're aiming to put man on mars.
But wondering if above argument helped get Chauin released on bail recently.

Good thing that not everything in their book of tactics was learnt from the forces of our non-blowback-generating, non-parasitic ally during these training trips:

Israel Shoots Palestinian Teen Dead as He Documents Raid on Refugee Camp

    Aug 25, 2021
Israeli forces have killed another Palestinian teenager in the occupied West Bank. On Tuesday, 15-year-old Imad Khaled Saleh Hashash was shot in the head while standing on the roof of his home. At the time, he was reportedly attempting to use his phone to document Israeli troops raiding the Balata refugee camp near Nablus. Imad is the 12th Palestinian child killed by Israeli forces with live ammunition this year, according to the group Defense for Children Palestine.
