That's not really true, and the key word here is "track." The state can go after you and find you anytime they want, if you are high enough up on their priority list, THAT is true.
But in terms of "tracking" which means information that people voluntarily give up for the sake of comfort or ease, which then gets logged in a database somewhere (usually in Google's Cloud since they control most of the data) to be retrieved at a later date, either legitimately via subpoena or illegitimately through hacking or being sold to the highest bidder, with some effort that is not that hard to do. Maybe for the younger generations who have become so dependent on this technology it is, but for us older folks who didn't have all these things (not even cell phones) their whole lives, it takes some effort, but it is possible.
But take away cash, and it is no longer possible at all, unless one could operate in some kind of black market where hard currency is used.
