How did communism permit the Soviets to create the greatest strength/training system ever?

I won't bore everyone with details but in the powerlifting and weightlifting arena it is pretty accepted that the conjugate system from Russia is the epitome of athletic training, developed by legends such as Medvedev, Verkoshansky, Prilepin, and many others in the mid-1900s. To this day, it is still the gold standard for all types of training.

So I'm wondering how this incredible, beautiful, dominant, superior system was born in and arose out of communism. It seems like something you would see in a mirror universe Star Trek episode.

Also known as the "Westside Method" because it was devised by Louie Simmons of Westside Barbell gym in Columbus, Ohio, the conjugate training system has its roots in powerlifting. However, the effectiveness of this program extends well beyond the world of powerlifting.

Nobody ever said the Soviets weren't good at stealing stuff.

I have been training westside for some time, you have it reversed...Louie Simmons brought the Soviet methods to America (and powerlifting), not the reverse.

Conjugate was a system developed and tested for all athletes/sports and the pinnacle of it was the Soviet weightlifting team. They didn't steal anything, in fact they knew they could not produce the genetics of the Bulgarians, and thus had to develop a better system to neutralize the competition. The first couple olympics they went to in the 30s, they didn't send any athletes, just coaches and scientists to research methods and body types.
