I think he was pushing for Rand Paul's plan, Rand has said that pre-existing conditions wouldn't be an issue if you legalized association plans. They are only an issue for individual plans, and that is the only option available outside corporate and government plans because the government heavily regulates the health insurance industry.That's what he was pushing in the SOTU speech, working hard for HillaryCare enjoy.
