ABOARD AIR FORCE ONE — President Trump on Wednesday said he expects the Environmental Protection Agency (EPA) to slap San Francisco with a violation notice in the coming days related to pollution associated with the city’s homeless population.

Speaking to reporters aboard Air Force One, Trump again took aim at Los Angeles and San Francisco over the volume of homeless people in each city. But he escalated his rhetoric, saying an announcement citing San Francisco for environmental violations would come in the next week.

“There’s tremendous pollution being put into the ocean because they’re going through what’s called the storm sewer that’s for rainwater,” Trump said. “And we have tremendous things that we don’t have to discuss pouring into the ocean. You know there are needles, there are other things.”

“It’s a terrible situation — that’s in Los Angeles and in San Francisco,” he continued. “And we’re going to be giving San Francisco, they’re in total violation, we’re going to be giving them a notice very soon.”

Trump said the notice would come from the EPA, but did not elaborate.

“We can’t have our cities going to hell. These are great cities. And we can’t lose our great cities like this,” he said.

Trump spent the last two days in California for fundraisers in the Bay Area, Los Angeles and San Diego. He also stopped by the U.S.-Mexico border to tour a barrier under construction.

Trump lamented before arriving in California that homelessness issues in Los Angeles and San Francisco was hurting the “prestige” of the cities and forcing residents to flee.

The president’s warning of further action against San Francisco came on the same day that he revoked California’s waiver for auto emissions, setting up a legal battle between the administration and the state, which has already sued over Trump’s policies roughly 60 times.

“It was a coincidence. ... We’ve been perfecting it for a long period of time,” Trump said, downplaying the timing of that announcement while he was on the ground in Los Angeles.

Trump argued that the emissions rule will ultimately help consumers without negatively affecting the environment, though advocates have argued that the White House's decision will worsen air pollution.

WASHINGTON — President Trump's latest effort to boost the nation's manufacturing sector is an industry-friendly rewrite of air quality regulations he says pose "unnecessary and outdated barriers to growth."

But environmental advocates warn it would be another damaging step by an administration obsessed with deregulation at the expense of hard-fought public health protections.

The proposed loosening of air quality standards came in the form of a directive Trump issued Thursday instructing the EPA to work with states that have metro areas which failed to attain clean air standards. The president's primary aim, the directive states, is "promoting domestic manufacturing and job creation."

"We can't let Los Angeles, San Francisco and numerous other cities destroy themselves by allowing what's happening," Trump said, according to a report from the White House news pool. "And I'm speaking to tenants - in some cases foreign people, foreign tenants - but they have where they're tenants in buildings throughout various cities in California, and other places. . . where they want to leave the country. They can't believe what's happening."

He mentioned police getting sick of addressing homelessness problems, then returning to those tenants.

"We have people living in our. . . best highways, our best streets, our best entrances to buildings and pay tremendous taxes, where people in those buildings pay tremendous taxes, where they went to those locations because of the prestige," he said. "In many cases, they came from other countries, and they moved to Los Angeles or they moved to San Francisco because of the prestige of the city, and all of a sudden they have tents. Hundreds and hundreds of tents and people living at the entrance to their office building. And they want to leave."

His answer on Tuesday makes a lot more sense. The focus of his concern, as presented to reporters on Air Force One wasn't Americans or veterans but foreigners who rent or buy high-end, prestigious real estate, people who get frustrated at seeing those experiencing homelessness at the entrance to their office buildings. It's the sort of complaint which might resonate with someone who owns real estate in major U.S. cities which are used for housing or office space.

Someone, in other words, like Donald Trump, whose Trump Organization owns 30 percent of what used to be known as the Bank of America tower in San Francisco, an office building in that city. The Trump Organization also owns properties in Los Angeles and, of course, New York City. Trump has been in the business of appealing to real estate investors for a lot longer than he's been in the business of running the United States, so it's not really a surprise that he'd view the homelessness problem through the lens of someone who needs to get people to see Trump Tower as the pinnacle of refinement.

Trump's well aware of the way in which people experiencing homelessness can make a property less appealing. As CNN reported during the campaign, Trump once proposed housing people experiencing homelessness in one of his buildings - in an apparent effort to oust rent-controlled tenants from the property.

It's remarkable, though, that Trump went so far as to frame this as a concern for foreign tenants. Foreign investors are central to much of the high-end real estate market, prompting Donald Trump Jr. in 2008 to remark that "[i]n terms of high-end product influx into the U.S., Russians make up a pretty disproportionate cross-section of a lot of our assets." But even if that is a central concern of Trump's in this case, it seems odd to mention it explicitly. To the rally crowd, concern for the veterans. To reporters, it's apparently about tax bases and appealing to the foreign market.

These, it seems, are the sorts of immigrants that Trump is happy to welcome, the sorts that want to ensure that the properties they buy are prestigious. If we need to move those experiencing homelessness to an old FAA building, so be it.

For one possible solution, Trump suggested rounding up all the homeless people and putting them into government housing at taxpayer expense.

San Francisco is becoming a third-world $#@! hole. If it is not cleaned up, many diseases (that have long been eradicated due to clean water, sewage, good hygiene and nutrition) will crop back up and of course the people who are against Trump would like nothing more than to see that.

Well... It's true. SF has become progressively (ha) more disgusting over the last decade. It's covered in $#@! and needles and just tons of debris like the tent cities along multiple city blocks. It's to the point where archaic diseases are making a comeback.

Whatever your opinion of factories, pollution is just a byproduct of their function. There can be more or less, but there will always be pollution coming from these places. On the other hand, it is not an inevitability for a city to be have the streets full of $#@! and blood and needles and tents. That's a recent development.

the pollution standards he is changing are future standards not yet in effect, that would effectively kill off the gas powered car. I look around and the air is clean, I don't think we need stricter standards than we have now. Not when the worst polluters in the world are not the US and they are $#@!ting out toxic air constantly. And I'm not talking just CO2 here. $#@!ing china was $#@!ting out CFLS $#@!ing with the ozone layer just recently. The solution isn't to hamstring America.
