    Sens. Mike Lee, Rand Paul are holding up 9/11 victims fund

    A pair of penny-pinching Republican senators are gumming up the works on a bipartisan bill that would provide for 9/11 victims and their families, infuriating first responders who worked at Ground Zero.

    Sen. Mike Lee of Utah placed a procedural hold on an extension of the 9/11 Victim Compensation Fund, a Senate aide confirmed to The Post, effectively blocking the bill from coming up for a vote despite overwhelming support on both sides of the aisle.

    Shortly after Lee kicked the can down the road, Sen. Kirsten Gillibrand (D-NY) requested a unanimous consent agreement on the Senate floor, only to have the motion swatted down by Sen. Rand Paul (R-Ky.).

    “I reserve the right to object,” said Paul, providing his bean-counting rationale. “It has long been my feeling that we need to address our massive debt in this country — we have a $22 trillion debt, [and] we’re adding debt at about a trillion dollars a year — and therefore any new spending that we are approaching, any new program that’s going to have longevity of 70, 80 years, should be offset by cutting spending that’s less valuable.”

    Paul said he would put forth an amendment once the bill came to the floor, but was objecting in the meantime — a move that drew fury from Gillibrand and fellow New York Sen. Chuck Schumer.

    I think we have a convergence of liberal interests and neoconservative ones on this. This might just be the beginning of a longer campaign.

    I am worried the Dems will try to return the favor of what Trump pulled with AOC + 3 and try to make Rand the face of the GOP which liberals will love and the neocons will get their friends in the right wing media to help.

    Hopefully this is just an isolated incident for now.

    Is Trump setting him up to look incompetent on foreign policy? This is my main concern because war with Iran looks to be a foregone conclusion.

    Jon Stewart and other guy ("John Feel"?) bad mouthing Rand Paul and Mike Lee on Fox news for not making an exception for their pet bill. Stewart complained that Rand voted for a bill that cut taxes, but didn't just pass this - he's unable to grasp the concept that tax cuts don't increase spending or the deficit. They said they're "cherry picking" when to be fiscally conservative.

    uhh? The Trump tax cuts increased the deficit, as they were predicted to do. Why can't you grasp that concept?

    They didn't increase spending. AND as Rand states "pay go" was in the tax bill when it passed - later they removed it against Rand Paul's objections.

    Sigh. It's such an uphill battle. If there is a financial crisis where we actually might have issues paying for the basics or a destabilized society no one will give a crap because it will seem like it came out of nowhere and the ones that voted for it long gone.

    People like Rand look cruel but what happens when people are thrown out on the street in addition to not compensating 9/11 victims because politicians wanted to borrow for bull$hit like this:

    Hard to beat the emotional impact of saying something is “for the 9/11 victims and first responders”. May even beat “it’s for the children”.

    The facts are not emotional. People were injured and face long term health issues from their job. This happens everyday. Does every injured or sick worker get a bill in Congress? How is it usually addressed?

    Unfortunately, almost every twitter ignoramus who's responding, wants to believe that cutting taxes is the same as increasing spending. Then again, the vast majority of leftists' responses on twitter are only, what was it? - something like 10% of the actual people with twitter accounts. (There's a thread about it somewhere around here.)

    ...The outrage is completely unwarranted, and in fact it amounts to a vicious smear against the senator. Paul does not oppose healthcare for first responders, and he has not permanently prevented funding from being authorized. All he has done is delay the bill, so they can have a vote on an amendment to offset the additional spending with cuts elsewhere. This is in complete accordance with Paul’s decadeslong record as a fiscal hawk and responsible steward of taxpayer money.

    Outraged reactionaries need to take a deep breath: The funding for 9/11 responders will still be authorized. All that will happen now is that, rather than passing by a voice vote with unanimous consent as was attempted on Wednesday, Senate Majority Leader Mitch McConnell will have to bring the already-passed House bill up for a vote, including a vote on Paul’s amendment to offset spending, after which it will almost certainly become law.

    There’s no looming deadline on this funding. The 9/11 healthcare fund has not yet run out of money, and people can still file claims. Plus, if the spending is offset, it’s highly likely Paul will support the bill...

    ... Still, one criticism of Paul’s stance is that he voted for the GOP’s 2017 tax cut, which is projected by some to add roughly $1.5 trillion to the national debt over a decade. However, it’s a bit misleading to suggest that tax cuts "add” to the debt — they only do so if you continue to spend money you don’t have. Paul supported a “pay as you go” provision, which would have required spending cuts to offset the tax relief. All in all, he has voted to cut spending too many times to count.

    A hypocrite Paul is not.

    In fact, Paul does this kind of thing — preventing spending bills passing by unanimous consent — all the time, trying to force a vote on similar amendments to offset other spending. He is just being consistent with his latest demand for a vote. Naturally, that makes him persona non grata in a swamp like Washington, D.C.

    Senate to vote on 9/11 victims bill by Wednesday

    The Senate will vote next week on a House-passed bill to extend the September 11th Victim Compensation Fund.

    Under a deal reached on the Senate floor, lawmakers will vote on the bill by next Wednesday. As part of the agreement they are expected to also vote on two amendments to the bill, one from Sen. Mike Lee (R-Utah) and one from Sen. Rand Paul (R-Ky.).

    The bill, which passed the House in a 402-12 vote, would reauthorize funding through fiscal 2090. It's expected to easily pass the Senate.

    Lee, before setting up the agreement, stressed that he supported extending money for the fund, which pays out claims for deaths and illnesses related to the attack, but had concerns for how long the House bill would extend it for.

    "In Washington ... this is a recipe for trouble. As we all know, finite authorizations are how Congress ensures that taxpayer money actually gets to its intended beneficiaries and not simply lost in government bureaucracy somewhere," Lee said.

    His amendment would authorize $10.2 billion for the fund over the next 10 years. It would authorize an additional $10 billion after that.

    "My amendment would not block or delay the bill's consideration, let alone its passage," he added.

    Paul's amendment is expected to offer a way to pay for the House bill.

    The agreement comes after Paul blocked passage of the bill on Wednesday, saying he wanted an opportunity to vote on an amendment that would offset the costs.

    "It has long been my feeling that we need to address our massive debt in the country," he said. "And therefore any new spending ... should be offset by cutting spending that's less valuable. We need to, at the very least, have this debate."
    A spokesperson for Paul later told The Hill that Paul "is not blocking anything," adding that he is "simply seeking to pay for it."

    Paul's floor move sparked fierce backlash from supporters of the legislation, even though it was only a temporary setback. Senate Majority Leader Mitch McConnell (R-Ky.) had previously pledged that he would bring up the House bill before lawmakers leave for the August recess.

    Sen. Kirsten Gillibrand (D-N.Y.) and Senate Minority Leader Charles Schumer (D-N.Y.) both thanked Lee for helping set up the agreement to vote on the bill, but specified that they will oppose the amendments from Lee and Paul.

    "I understand the 72 years is a recipe for trouble, but the truth is the timing is limited for this bill because these men and women aren't going to survive. So many of them are already sick and dying," Gillibrand said.

    Schumer added that he didn't think "they have much of a chance of winning, but there's a right to offer them." He said he expects the vote to take place Tuesday.

    "For the first time we cannot only see the light at the end of the tunnel, we're getting very close to getting out the tunnel," Schumer said. "I expect by Wednesday we'll be out of that tunnel."

    Schumer and Gillibrand told reporters that they have the votes to override a veto from Trump. But, Schumer added, that "I don't think he will veto it."
