    The Senate will start off the week with a vote on Monday evening on taking up Sen. Rand Paul’s “Pennies Plan.”

    Paul’s proposal would balance the budget in roughly five years and cut spending over a decade by more than $11 trillion compared to current spending levels.

    The proposal also includes a provision allowing for the expansion of Health Savings Accounts, a policy priority for Paul, and a sense of Congress “that the United States will not be a socialist nation.”

    The Senate voted down a similar proposal last year with 21 senators supporting the measure and 76 voting against it.

    The vote on Paul’s budget comes as lawmakers are still searching for a budget deal for the 2020 fiscal year that would prevent across-the-board budget cuts, known as sequestration, from kicking in.

    Senate Majority Leader Mitch McConnell (R-Ky.), Minority Leader Charles Schumer (D-N.Y.), House Speaker Nancy Pelosi (D-Calif.) and House Minority Leader Kevin McCarthy (R-Calif.) met with acting White House chief of staff Mick Mulvaney and Treasury Secretary Steve Mnuchin ahead of the Memorial Day recess, but failed to reach an agreement.

    Schumer acknowledged after the meeting that they were far apart on the topline figure for non-defense spending.

    This is more of a conversation and conservative litmus test than anything else if we can't get our conservative representatives to vote on a balanced budget when it won't pass it makes it easier to primary them to put conservatives in who will vote for balanced budgets when it can pass.

    Dr. Rand Paul’s Balanced Budget:

    • Reduces spending by $183.1B in FY20 and by $11.3T over 10 years relative to baseline.

    • Total spending still increases by 18.2 percent over the ten-year window. Only in Washington could an 18.2 percent increase be characterized as a “cut.”

    • Balances without making any changes to Social Security.

    • Makes no specific policy assumptions – all the savings are reflected in a new budget function (Function number 930: New Efficiencies, Consolidations, and Other Savings). This budget sets a goal of balance and then calls on Congress to use the tools provided to make the changes in law needed to achieve that objective.

    Reiterates fundamental principles

    • As policy debates present diametrically opposed visions of our country’s future, Dr. Paul’s budget establishes a sense of Congress that the United States will not be a socialist nation.

    Paves the way for continued reform

    • Provides reconciliation instructions to the Senate Finance Committee to make middle class tax relief permanent.

    • Creates a reserve fund to allow for expansion of Health Savings Accounts (HSAs).

    Reconciliation and Budget Process Reform

    • Provides reconciliation instructions to eight committees with mandatory spending, ensuring every eligible committee participates in the reconciliation process, as was the process’ original purpose.

    • Raises the waiver threshold for all budget points of order so the Senate is held to a higher standard.

    • Makes the budget spending totals enforceable for 10 years instead of just one.

    Senate rejects Rand Paul’s balanced budget plan

    Sen. Rand Paul’s plan to slash federal spending by $183.1 billion in fiscal 2020 didn’t survive a procedural hurdle tonight, with the Senate failing to advance the measure in a 22-69 vote.

    The Kentucky Republican‘s bill aims to balance the federal budget in five years. Paul’s office said the proposal would yield a $913 billion surplus five years after the budget is balanced. Sixty votes were needed for the measure to advance.

    After the vote, Paul noted he gained more votes than in previous efforts and said that he hoped the vote would serve as a litmus test to conservative voters: "Our hope is that people will see it at home and it may influence who they send back up here." He also lashed his party for hypocrisy on the debt and deficit.
