The Trump administration announced plans Monday to speed up deportations for illegal immigrants in the interior, applying the same standards that have been at play at the border to now apply to the country as a whole.
With more illegal immigrants managing to sneak into the interior amid the border surge, the new powers are necessary to be able to oust them from the communities where they end up, acting Homeland Security Secretary Kevin McAleenan said in a notice published online officially announcing the new policy.


At issue is what’s known as expedited removal, a process written into the law that allows the government to oust illegal immigrants without needing to go through a full removal process with multiple levels of review.
Expedited removal has for years been used on border jumpers caught within 100 miles of the border and within weeks of their arrival. The Trump administration now says it should be used nationally and on migrants who arrived in the last two years.

“The volume of illegal entries, and the attendant risks to national security and public safety presented by these illegal entries, warrants this immediate implementation of DHS’s full statutory authority over expedited removal,” Mr. McAleenan said in the notice.
President Trump had suggested expanding use of expedited removal in his first set of immigration executive orders, issued just five days after he took office in 2017.
Monday’s move to finally pull the trigger is the latest instance of the president’s team belatedly making good on some of those early ideas.
Mr. McAleenan said the new policy will go into effect immediately.

In response, Guatemala's President Jimmy Morales blamed the country's top court and political opponents for undermining his close ties to the United States.
Morales was due to sign a deal with Trump last week that would have made the country act as an asylum buffer zone to reduce immigration to the United States.
Instead he canceled the planned summit with Trump at the White House after the country's Constitutional Court ruled he could not ink such an agreement without prior approval from Congress, which is on a summer recess.
Migrant remittances accounted for 11% of Guatemalan GDP in 2017, according to the IMF, a total of $8.2 billion. The United States is Guatemala's main trading partner, with bilateral trade of some $4.7 billion through May this year, Central Bank data shows.
"The Constitutional Court, without any understanding and without the right to interfere in foreign relations, wrongly took a stance against the national interest," Morales said in a statement posted on Facebook.
In the past the Morales government has clashed with the court, which it considers aligned with the opposition. The case against the third safe country deal was brought by several former foreign ministers, the country's rights ombudsman and a former presidential candidate.
Morales called the politicians "petty" and said they were attacking the country's governability.

In his written testimony to the Senate Homeland Security Committee, entered into the Congressional record in March 2015, Cochise County Sheriff Dannels stated six specific crimes, which he intimated were being inflicted upon the people of Cochise County by undocumented immigrants and their smugglers. Those offenses were:

• Reckless high speed pursuits.
• Assaults on citizens.
• Rapes.
• Kidnappings.
• Murders.
• Home invasions, including burglary.

According to records obtained from the Cochise County Sheriff's Office, from 2011 through 2016 (the most recent year for which records are available), CCSO only had only three reports of burglary for which there was believed to be an "undocumented immigrant nexus," as CCSO Public Information Officer Carol Capas phrased it.

Records relating to incidents believed to have an "undocumented immigrant nexus" were obtained from CCSO in response to public records requests seeking reports of the six major crimes enumerated by Dannels before the Senate, dating from 2011 through 2016, related in any way to individuals who had crossed the border illegally.

In none of these burglary cases were any arrests made, and in at least one of these reports there was no reason for suspicion of undocumented immigrants given.

During this same period there were only two reported kidnappings with an "undocumented immigrant nexus" reported to the sheriff's office – both of which were cases in which the immigrants claimed to have been abducted and forced to carry bundles of marijuana across the border, CCSO records show.

Additional records show that from 2011 through 2016 there were only six pursuits in which CCSO deputies took part that had an "undocumented immigrant nexus." These pursuits resulted in the apprehension of fewer than 30 undocumented immigrants. At least two of these six reported pursuits, were alleged to have been perpetrated by U.S. citizens.

During this same time period there were seven instances of assaults with an "undocumented immigrant nexus" reported to the sheriff's office, records show. Two of these reported assaults were alleged to have been inflicted on Border Patrol agents by individuals attempting to enter the country illegally. In one of these instances, an officer was allegedly punched by a man who was resisting arrest. In the other Border Patrol-related case, an agent claimed to have been hit in the face by a bundle of marijuana while apprehending a smuggler (on April 20, 2015) who was "attempting to cross bundles of marijuana into the United States."

The remainder of these reported assaults – five in total – were alleged to have been inflicted on undocumented immigrants by either their smugglers or American citizens. In one case, a juvenile from El Salvador claimed to have been assaulted in a stash house in the Douglas area that he believed to have been owned by English-speaking American citizens. The boy said smugglers had attempted to extort more money from his mother, and that he was assaulted when his mother was unable to pay.

According to records obtained from CCSO, from 2011 through 2016 there was one rape with an "undocumented immigrant nexus" reported to the sheriff's office. The woman who claimed to have been raped was a Mexican national. No information was given in the report relating to her assailant.

During this same six-year period there were only two murders with an "undocumented immigrant nexus" reported to the sheriff's office, CCSO records show.

One of these was reported on July 16, 2016, when the body of a man covered by a sleeping bag was found by the entrance of a guest ranch near U.S. Interstate 10. The body was reportedly that of Ramon Contreras Ramos, a Mexican citizen.

Members of Ramos' family, contacted by phone, advised CCSO personnel that Ramos had entered the United States a few days earlier. They had been contacted by someone traveling with Ramos who said Ramos was suffering from chest and back pains, and that they were dropping him off at a specific exit on the Interstate. A motion-activated camera on the ranch gate reportedly captured images of Ramos being deposited at the gate by individuals traveling in a pickup truck, near midnight July 15.

CCSO classified Ramos' death a homicide because the "unknown subjects in the vehicle had the means/opportunity to deliver Ramos to a hospital for medical care and failed to do so."

The second, and final, homicide with an "undocumented immigrant nexus" reported to CCSO during this time occurred on the night of January 16, 2014, in the remote desert off State Route 80 near Apache, Arizona.

The victim, later identified as Gabriel Sanchez-Velasquez, a Mexican citizen, had been shot twice –once in the chest, and once in the head – by Border Patrol agent Nathan Woods.

A report from Nuevo Laredo, Mexico, shows that many Central Americans who arrived at the U.S.-Mexico border seeking asylum are giving up and going back to their home countries.

A reporter from the Texas Tribune asked how many of the Central American migrants at the migrant processing facility in Mexico were giving up on their asylum applications – nearly all of them indicated they were throwing in the towel.
The Tribune attributed the reversals from migrants to the policy of the Trump administration to make asylum-seekers stay in Mexico while their application was being processed.

Attorney General William Barr ruled Monday that being a member of a family harassed by gangs is not enough to qualify for asylum.
In a ruling that will likely block a large number of immigrants from lodging successful asylum claims moving forward, Barr overturned a previous decision made by Board of Immigration Appeals, which found that being a member of family targeted by gangs or other criminal organizations could qualify them as a “particular social group” worthy of U.S. asylum.

The White House’s top lawyer argued that the decision by the Board of Immigration Appeals was too broad, making it so that “virtually every alien” could make an asylum claim under such conditions.
“While the Board has recognized certain clans and subclans as ‘particular social groups,’ most nuclear families are not inherently socially distinct and therefore do not qualify as ‘particular social groups,'” read Barr’s conclusion, according to a Justice Department official.
“Further, as almost every alien is a member of a family of some kind, categorically recognizing families as particular social groups would render virtually every alien a member of a particular social group. There is no evidence that Congress intended the term ‘particular social group’ to cast so wide a net,” Barr’s findings continued.
Barr said that, while there can be specific situations when belonging to a prominent family can suffice, such a broad standard cannot be applied automatically.

U.S. officials are working with Panama’s government to shut down the growing flow of migrants from Asia, Africa, and the Middle East, says Kevin McAleenan, the acting secretary of the Department of Homeland Security.

“We are seeing [migration] flows from throughout the Eastern Hemisphere from Africa, from the Middle East, from South Asia, that are arriving in South America and making a long land trek to the U.S. border, paying, in some cases, $30,000 to $50,000 per person to a variety of alien-smuggling organizations,” he told Breitbart News on August 2.
“That’s something that we want to work with Panama to cut off.”
The outreach to Panama is part of a region-wide strategy that includes migration deals with Mexico, Guatemala, El Salvador, and other countries.
The payoffs already include a dramatic reduction in migrants emerging from Mexico, McAleenan said. “We have seen a significant reduction. From May to June [there] was a 28 percent reduction in flow, far exceeding the seasonal reduction that could have been anticipated,” he said, adding, “We’ve seen Mexico making a significant effort on their borders … as well as on the transportation routes in significantly reducing the phenomena of large groups crossing our border. We have had many fewer groups [of] over 100 [people] crossing in July than we faced in May, and we haven’t had any of the massive groups of 400-plus [migrants] that we were seeing back in May, thanks to Mexico’s efforts.”
But more progress is needed from Mexico, McAleenan warned: “We’re in constant contact with Mexican government, on the numbers, on where we think we can apply some additional effort. We are going to need to see more progress in August. We need to continue to maintain these reductions in the crossings, or we’re going to have to reevaluate the approach.”

None of the roughly 1,200 migrants who had their asylum cases adjudicated by federal immigration officials while they waited in Mexico as part of President Trump’s “Remain in Mexico” policy were found to be eligible for asylum, federal data finds.

Since the Trump administration has enacted the Remain in Mexico policy to ensure that migrants seeking asylum in the U.S. remain in Mexico while their claims are adjudicated, none of the migrants so far have been found eligible for asylum, according to federal data.
As of June, about 1,155 migrants waiting in Mexico had their asylum claims processed and finalized by U.S. federal immigration courts. In the end, none of the 1,155 migrants were eligible for asylum and thus must return to their native countries.

Trump’s Remain in Mexico policy has also contributed to a significant drop in the number of border crossers and illegal aliens being released into the interior of the country. As of mid-July, the Trump administration has cut the catch and release program about 85 percent compared to release levels from months prior.

In addition to executing federal search warrants and seizing business records pertaining to the ongoing federal criminal investigation, deportation officers with ICE Enforcement and Removal Operations (ERO) in partnership with HSI detained approximately 680 removable aliens who were unlawfully working at the plants.

The Trump administration’s proposed changes to a regulation affecting green card and visa applications have prompted immigrants to forgo accessing public benefits, according to an Urban Institute study released on Wednesday.
The latest study takes a deeper dive into the impact of those widely discussed changes even before they’ve gone into effect. It provides further evidence that fear and uncertainty around the proposed rule is hurting people not covered by the changes. For instance, it describes one green card holder who hopes to become a citizen: She not only chose not to receive food benefits herself but persuaded her son, a naturalized citizen, to unenroll.

The Urban Institute wrote in May that 1 in 7 adults in immigrant families surveyed online in December 2018 reported eschewing public benefits because they feared hurting their chances of obtaining a green card, which confers permanent legal status. The researchers found that the “chilling effects” of the proposed rule change were even impacting households where every noncitizen family member already had a green card.

The respondents most frequently reported avoiding or unenrolling from the Supplemental Nutrition Assistance Program (commonly known as food stamps) and Medicaid health benefits. They were most likely to say they’d learned about the rule change from news media, although some reported hearing about it from family and friends or social media. Few said they were seeking legal or other professional advice.

U.S. Customs and Border Protection (CBP), in partnership with the U.S. Army Corps of Engineers (USACE), has awarded a contract to construct approximately 11 miles of new levee wall system in three non-contiguous segments located within U.S. Border Patrol’s (USBP) Rio Grande Valley (RGV) Sector in Hidalgo County, Texas. The project area begins at the intersection of Conway Road and the U.S. International Boundary and Water Commission (IBWC) levee in Mission, Texas and extends eastward to approximately one quarter mile west of Stewart Road and the IBWC levee south of San Juan, Texas. The contract for this project was awarded on August 7, 2019 to Southwest Valley Constructors Co. for the base contract amount of $80,869,000. The total contract value, including options, is $304,600,000. Construction will take place in locations where no barriers currently exist. The levee wall system will be very similar to previously constructed levee wall in the RGV area during 2008, but the system will also include all-weather roads, lighting, enforcement cameras, and other related technology to create a complete enforcement zone. CBP’s designs for levee wall system consist of steel bollards at a minimum height of 18 feet atop a concrete wall to the height of the existing flood levee.
This project is funded by CBP’s Fiscal Year (FY) 2019 appropriation. It is not a project undertaken pursuant to the National Emergency Declaration, 10 U.S.C § 284, 10 U.S.C. § 2808, nor does it draw from any other source of funding, including appropriations available to the Department of Defense or Department of Treasury.

A month before President Donald Trump withdrew Patrick M. Shanahan's nomination to be installed as the permanent defense secretary, the former Boeing executive approved a Homeland Security request that would seemingly pave the way for more U.S. military drones to hover above the skies of the southwest border.
Next week, Pentagon officials will tap up to 1,000 personnel and six helicopters to head to the U.S.-Mexico border, the Defense Department confirmed to Newsweek. Drones and reconnaissance planes could be going with them, documents obtained by this publication show, as the militarization of the southwest border continues to grow.
The troops and military hardware are expected to arrive at the border around August 15 to backfill the gap created six months ago, according to a Pentagon spokesman. On Friday, a U.S. Customs and Border Protection spokesman also confirmed to Newsweek that the agency is expecting to receive the additional aerial support this month.
"Personnel identified for Operation Guardian Support backfill will be sourced from Army and Marine Corps units," said Lieutenant Colonel Chris Mitchell, a Defense Department spokesman. "The initial elements of rotary wing aircraft currently identified to support Operation Guardian Support backfill will be H-60s [helicopters]."
The Pentagon did not identify what specific U.S. Army and Marine Corps units would be tasked to deploy to the border next week.

The Trump administration asked a federal panel to revoke the exclusive right of a public sector union to represent immigration judges in collective bargaining Friday.
The union, the National Association of Immigration Judges (NAIJ), has been at odds with the administration over substantive policy directives and the independence of the immigration courts.

Federal law defines management officials as “any individual employed by an agency in a position the duties and responsibilities of which require or authorize the individual to formulate, determine, or influence the policies of the agency.” The Department of Justice told the Federal Labor Relations Authority (FLRA) that immigration judges qualify as management officials and therefore cannot be members of a bargaining unit.

Six of seven Mississippi chicken processing plants raided Wednesday were “willfully and unlawfully” employing people who lacked authorization to work in the United States, including workers wearing electronic monitoring bracelets at work for previous immigration violations, according to unsealed court documents. Federal investigators behind the biggest immigration raid in a decade relied on confidential informants inside the plants in addition to data from the monitoring bracelets to help make their case, according to the documents.


The statements unsealed Thursday allege that managers at two processing plants owned by the same Chinese man actively participated in fraud. They also show that supervisors at other plants at least turned a blind eye to evidence strongly suggesting job applicants were using fraudulent documents and bogus Social Security numbers.

The documents say electronic monitoring bracelet data shows people previously arrested for immigration violations and not allowed to work in the U.S. were working at all seven plants raided.

There have historically been few criminal convictions for hiring people without documents because prosecutors must prove employers knowingly hired someone without legal work authorization. Employers often say they were fooled by fraudulent documents.

From October 2018 to May there were eight new prosecutions for hiring people working illegally and four new convictions nationwide. Among those who have been sentenced to prison are the owner of an Iowa meatpacking plant raided in 2008 and owner of a Tennessee meatpacking plant raided last year.

Companies can also face administrative fines based on audits of I-9 forms, which employees fill out when they’re hired, presenting documents to prove they can work legally work.

Investigators allege the most brazen fraud took place at two smaller chicken processing plants — PH Food Inc. in Morton and A&B Inc. in Pelahatchie. Sworn statements identify Huo You Liang of California, known to Mississippi employees as Victor, as owner of both.

A PH Food employee, acting as a confidential informant, told Homeland Security investigators that the vast majority of the 240 employees at PH’s plant in Morton and the 80 employees at A&B’s plant in Pelahatchie didn’t have proper work documents, including many Guatemalans.

The informant said employees used their real names and made-up Social Security numbers to apply for jobs at PH and A&B. “The payroll companies, as well as PH Food Inc. and A&B Inc. do not verify the authenticity of their documents,” the informant told investigators. Mississippi state law requires employers to check documents using E-Verify, an otherwise voluntary online federal system.

Calls to A&B and PH Food on Friday went unanswered.

The evidence also included a video and audio conversation involving secretary Heather Carrillo and the informant, recorded May 14 at PH in Morton. A summary says, “Carrillo said that she was looking for some ‘papers’ for ‘Iris,’ but ‘Iris wasn’t going anywhere because she was working with Victor (Huo You Liang) for a good time (duration of employment).’” It says Carrillo said A&B manager Salvador Delgado didn’t want it reported because Carrillo knew which of his employees were real and which were fraudulent.

The agent notes investigators believe Delgado was embezzling money from A&B by adding fraudulent names and Social Security numbers to the payroll and keeping the proceeds.

The warrants state PH Food uses Personnel Management Inc. of Shreveport, Louisiana, to process payroll and perform some human resource functions, and that investigators believed Liang and Carrillo tried to use the contractor to minimize responsibility for illegally employing workers.

Officials earlier stated that in addition to the chicken plants, they executed a search warrant in Louisiana on Wednesday. ICE spokesman Bryan Cox declined Friday to confirm that Personnel Management had been searched. The company didn’t respond Friday to a phone message and email.

Search warrants for some other poultry plants also indicate red flags about employees’ status.

One woman told agents that a Spanish-speaking human resources employee at Koch Foods in Morton looked at two different IDs in three weeks. Ana Santizo-Tapia of Guatemala also told agents that a Koch supervisor asked if she had an ankle bracelet. Told yes, “he said it was okay, but she needed to keep it charged,” according to the warrant. The supervisor “stated that he knew ‘they’ were poor and came to the United States to work.”

Another Koch employee said she worked at one plant in Morton for 11 months under a false name, and then got a job at the town’s second Koch plant under her real name after receiving valid U.S. documents.
