An MI6 officer was discovered to have child sexual abuse images on his work computer but the charges against him were eventually dropped, the intelligence service has told an inquiry.
The illegal material was found in 2006 and the official was dismissed, the independent inquiry into child sexual abuse (IICSA) heard on Tuesday. The case was referred to the police who investigated. The Crown Prosecution Service (CPS) brought charges but it never came to trial.
Evidence about the Secret Intelligence Service (SIS), or MI6 as it is more commonly known, was given by an anonymous officer who testified at the inquiry via video link. Before 2015, he confirmed, the service had no specific policies relating to preventing or reporting suspected child abuse.
The officer, who is responsible for overseeing MI6’s compliance with the law, told the inquiry that pornographic material involving children was found by SIS staff in 2006. “When this material was discovered, it was [examined] and we conducted an internal investigation to find out which employee had been responsible,” he told the inquiry.
The images were passed to the police and an MI6 officer was identified. “The individual was then dismissed and he [faced] two charges of possessing indecent images of children on his workplace computer,” the officer told the inquiry. “Ultimately the prosecutor decided not to offer evidence against the defendant following an abuse of process application.”
The SIS subsequently wrote to the CPS to express its “disappointment” that the prosecution had been abandoned.
The inquiry was also told about an incident when a “contact” was found to have a cache of child sexual abuse images on his computer. In 2009, the man admitted to downloading them. The SIS passed the material to the police’s child exploitation and online protection command (CEOP) but detectives decided there was insufficient evidence to take action.
The anonymous officer also said a search through SIS files on behalf of the inquiry unearthed a note attached to an obituary of the former intelligence officer and diplomat Sir Peter Hayman, who died in 1992. Hayman was subsequently exposed as a member of the Paedophile Information Exchange organisation.
The inquiry heard the note, written by an MI6 officer, read: “An unpleasant and pompous man who used to like playing Father Christmas in Ottawa [where Hayman was high commissioner in 1974] so that he could dandle children on his knee.”
The MI6 officer said the service had found no evidence in its files of the existence of any “paedophile ring” or any suggestion that the government had attempted to conceal information about the existence of such a group.
Earlier this month, an MI5 lawyer gave evidence in a similar manner to the inquiry, revealing that the service told the cabinet secretary in the 1980s about rumours of a minister’s “penchant for small boys” but did not pass this on to police or launch an investigation into the claims.

Hundreds of children are being kidnapped in Africa and bought to the UK for voodoo rituals, a UN watchdog said, also voicing alarm about the number of British pedophiles who prey on children abroad.

The United Nations Committee on the Rights of the Child (CRC) urged Britain to do more to stop this brutal form of people trafficking.
“We’re concerned about reports that hundreds of children have been abducted from their families in Africa and trafficked to the UK, especially London, for religious rituals,” Kirsten Sandberg, head of the CRC and a former Norwegian Supreme Court judge, said Thursday.
She said that trafficking for rituals was part of a wider problem where thousands of minors are brought to the UK, who end up being child prostitutes or being sexually exploited.
The CRC advised that Britain should “strengthen the capacity of law-enforcement authorities and judiciary to detect and prosecute trafficking of children for labor, sexual and other forms of exploitation, including for religious rituals.”

There have been numerous cases of children who have been brought to the UK from Africa and suffered torture and abuse, often as part of witchcraft rituals, AFP reports.
Victoria Climbie from the Ivory Coast was killed by her own relatives in 2000, who thought she was a witch.
More recently, in March 2012, Eric Bikubi and Magalie Bamu, both from the Democratic Republic of Congo, who moved to London, were found guilty of murdering Magalie’s teenage brother, Kirsty.


The prosecution argued that Bikubi had a “profound and disturbing” belief in witchcraft and although the defense said that Bikubi was suffering from schizophrenia, the judge sentenced both defendants to life in prison.
A year later the Metropolitan Police found the dismembered corpse of a Nigerian boy in the River Thames, who they believed was a victim of a ritual.
The CRC also warned about the number of British pedophiles who travel abroad – most notably to Southeast Asia, particularly Cambodia and Thailand, for sex with children. Orphanages were a favored destination where sex predators could pick on vulnerable kids.
“There are continued reports that United Kingdom citizens, including some convicted sex offenders, set up charities or travel abroad, where they sexually abuse children,” Sandberg said.

Ya, you're right, there were 8, they only talked about one of them.

I think the age of consent should be 14 for people in the 18-23 range and 15 for 24+. 14 is too young in most cases for older peeps imo, but by age 15 most girls have already had some sexual experience - many for 3+ years already. They can make their own decisions.

I don't like the idea of underage prostitution rings tho.. I mean, if they were 17+ it wouldn't be that bad, but 14 for a prostitution ring is wrong and I am quite sure Epstein had girls younger than that.

Scotland Yard has defended its decision to drop an investigation into claims of sex trafficking made against disgraced financier Jeffrey Epstein by a woman who says she was forced to sleep with the Duke of York.
It comes after Virginia Giuffre, who alleged she was trafficked to the UK aged 17 to sleep with Prince Andrew, criticised the Metropolitan police for failing to subject her complaint to a full inquiry in 2015.

“It is clear that there have been significant failures by Westminster institutions in their dealing with, and confrontation of, allegations of child sexual abuse,” wrote the authors of the report. “This has included not recognizing it, turning a blind eye to it, actively shielding and protecting perpetrators, and covering up allegations of child sexual abuse.”
