High overhead business and the margins are very thin . When prices are not rising many companies just scale back and put exploration and new areas on the shelf .

There has been a lot of speculation that if gold moves through 1350 silver will follow . 18 could be where the miners need it to move through before they start ramping things up . If it stays at less than that there may not be as much available
