    Sen. Rand Paul (R-Ky.), who has a history of being skeptical about U.S. taxpayer funds going towards the Jewish state, has placed a hold on the U.S.-Israel Security Assistance Authorization Act of 2018, which provides Israel with $38 billion in military aid over the next decade.
    This has caused backlash from organizations such as the American Israel Public Affairs Committee.
    “This bipartisan legislation authorizes full funding of security assistance to ensure Israel has the means to defend itself,” AIPAC posted on Facebook with a link to “urge Sen. Paul to stop blocking aid to Israel.”
    “We are working hard to gain a final vote on this critical legislation,” AIPAC spokesperson Marshall Wittmann told JNS. “We believe that it will be enacted before Congress adjourns for the year.”
    A hold is a procedure where a senator tells his or her floor leader that he or she does not want a specific measure to reach the floor for consideration, and therefore may filibuster any motion to proceed to debate the bill or other measure.
    However, in this case, Majority Leader and fellow Kentucky Republican Sen. Mitch McConnell does not have to abide by Paul’s request.
    Paul’s office did not respond to a request for comment.
    The Senate and House of Representatives passed a version each in August and September, respectively. The former must pass its final version before U.S. President Donald Trump can sign it into law.

    Top pro-Israel groups in America are mobilizing against Sen. Rand Paul (R., Ky.) for blocking the continuation of U.S. aid to Israel, the renewal of which comes at a critical time for the Jewish state as it continues to combat ongoing terror attacks from Hamas loyalists along its border.

    The American Israel Public Affairs Committee, or AIPAC, the nation's foremost pro-Israel lobby group, has been purchasing advertisements on Facebook outing Paul as the primary Senate force blocking the reauthorization of the U.S.-Israel security pact, according to sources close to the effort.

    Other prominent pro-Israel organizations, such as Christians United for Israel, or CUFI, also have undertaken efforts to expose Paul's hold on U.S. security assistance to Israel, recently organizing an email blitz aimed at pressuring the isolationist senator to remove his hold on the critical funding bill.

    CUFI is said to have invested heavily in ads based in Kentucky to target the senator's constituents directly on the issue.

    Senator Rand Paul (R-KY) is expected to introduce an amendment in the coming days that would limit the amount of U.S. security assistance to Israel, Jewish Insider has learned.

    Paul recently came under fire from AIPAC and other pro-Israel groups for placing a hold on the U.S.-Israel Security Assistance Authorization Act of 2018, which would formalize the 10-year Memorandum of Understanding reached between the U.S. and Israel in 2016. Paul opposed Senate leadership attempts to reach unanimous consent on the bipartisan measure.

    AIPAC and Christians United for Israel purchased online ads this week exposing Paul as the primary force holding up the legislation. CUFI also sent an “action alert” email on Monday urging its 4.5 million members to contact Paul’s office in support of the Act.

    Paul responded to his critics in an exclusive statement to Jewish Insider issued in advance of his proposed amendment. “I’m not for foreign aid in general, if we are going to send aid to Israel it should be limited in time and scope so we aren’t doing it forever, and it should be paid for by cutting the aid to people who hate Israel and America,” he wrote. “This is a stance I’ve taken for many years.”

    Rand is also trying to stop anti-boycott legislation that has been introduced in the Senate that seeks to prevent people from boycotting Israel. Rand says the bill could violate First Amendment rights.

    Sen. Rand Paul is infuriating Republicans and Democrats alike by blocking a pair of Israel-related bills, including one authorizing tens of billions of dollars in military aid for the country.

    Some advocacy groups are so mad at Paul they’re running ads against the Kentucky Republican, who insists that his long-term goal is actually to help Israel.

    The dust-up is the latest example of how Paul is willing to throw a wrench into routine legislation to uphold his libertarian instincts, which make him skeptical of foreign aid. It also could hurt his already-testy ties to President Donald Trump, who sees the U.S.-Israel relationship as near-sacrosanct.

    The main bill Paul is blocking puts into law an agreement reached under former President Barack Obama that gives Israel $38 billion in military assistance over 10 years. The measure has broad bipartisan support in Congress. Various versions of the bill have easily passed the Senate and the House in recent months, but the Senate still needs to pass a final version.

    Using his Senate privileges, Paul placed a hold on the bill on Oct. 11, surprising other lawmakers, according to Hill staffers.

    “At a time when Israel faces unprecedented threats, blocking a bipartisan bill that empowers the U.S. to stand with Israel is inexplicable,” said Sen. Marco Rubio, the Florida Republican lead on the measure. The Democratic lead on the bill, Sen. Chris Coons of Delaware, added that Paul’s “stated reasons for opposing the bill neither make sense nor support America’s strategic interests.”

    The Trump administration already has taken separate moves to halt significant amounts of financial aid to Pakistan and the Palestinians, but Paul appears to want the aid stoppage to be formally put into law.

    Just this week, Paul placed a hold on a bill that is designed to counter the “boycott, divestment and sanctions” movement, congressional staffers confirmed. That movement urges companies and countries to penalize Israel through boycotts and other means over its treatment of the Palestinians. Rubio is also a lead sponsor of that legislation, which has plenty of bipartisan backing.

    Kentucky Gov. Matt Bevin signed an executive order in mid-November that bars state agencies from contracting with companies that boycott Israel.

    The federal bill has a number of elements, including essentially condoning state and local government laws that penalize people and companies who back isolating Israel over the Palestinian issue.

    Paul’s office said he has concerns that the anti-“boycott” bill could infringe on Americans’ First Amendment rights -- a concern other opponents of such measures share. In any case, his hold has further upset pro-Israel groups already steamed about his efforts to stop the aid package.

    After Kavanaugh I wasn't expecting much but this is very pleasantly surprising.
    Authoritarianism and neoconservatism cannot be made great again.
    Trump was an enemy of Ron Paul, before he was an enemy of Rand Paul, before he was an enemy of the Freedom Caucus.
    One thing that he has remained consistent in is his hate of liberty and those who promote it.

    Pastor John Hagee, founder and national director of Christians United for Israel (CUFI), urged Sen. Rand Paul (R-Ky.) to remove his hold from critical legislation that would allow the U.S. to continue providing military assistance to Israel.

    “We are confident we will find a way to get this passed,” Hagee stated. “It’s absolutely a must. We will get this done.”

    Paul used his senatorial powers to place a hold on the U.S.-Israel Security Assistance Authorization Act, which would put into law a 2016 agreement between the Obama administration and Israel to provide the Jewish state $38 billion in military assistance over 10 years. The legislation passed the House and the Senate, but Paul is blocking the bill from going to a final Senate vote.

    CUFI is one of several pro-Israel groups that launched a campaign urging Paul to end his hold on the Israel aid legislation. AIPAC and U.S. Jewish groups also advocated for Paul to remove the hold. If Paul does not end his objection, the legislation would need to be tacked on to another future bill in order to pass.

    Hagee told Breitbart News that CUFI sent out action alerts resulting in tens of thousands of emails and calls into Paul’s office on the matter. Hagee’s group also spent $100,000 in digital and television ads, and took out full-page ads in Kentucky’s three largest newspapers for three consecutive days urging Paul to allow the bill to proceed.
