    Sen. Rand Paul (R-Ky.), who has a history of being skeptical about U.S. taxpayer funds going towards the Jewish state, has placed a hold on the U.S.-Israel Security Assistance Authorization Act of 2018, which provides Israel with $38 billion in military aid over the next decade.
    This has caused backlash from organizations such as the American Israel Public Affairs Committee.
    “This bipartisan legislation authorizes full funding of security assistance to ensure Israel has the means to defend itself,” AIPAC posted on Facebook with a link to “urge Sen. Paul to stop blocking aid to Israel.”
    “We are working hard to gain a final vote on this critical legislation,” AIPAC spokesperson Marshall Wittmann told JNS. “We believe that it will be enacted before Congress adjourns for the year.”
    A hold is a procedure where a senator tells his or her floor leader that he or she does not want a specific measure to reach the floor for consideration, and therefore may filibuster any motion to proceed to debate the bill or other measure.
    However, in this case, Majority Leader and fellow Kentucky Republican Sen. Mitch McConnell does not have to abide by Paul’s request.
    Paul’s office did not respond to a request for comment.
    The Senate and House of Representatives passed a version each in August and September, respectively. The former must pass its final version before U.S. President Donald Trump can sign it into law.

    Top pro-Israel groups in America are mobilizing against Sen. Rand Paul (R., Ky.) for blocking the continuation of U.S. aid to Israel, the renewal of which comes at a critical time for the Jewish state as it continues to combat ongoing terror attacks from Hamas loyalists along its border.

    The American Israel Public Affairs Committee, or AIPAC, the nation's foremost pro-Israel lobby group, has been purchasing advertisements on Facebook outing Paul as the primary Senate force blocking the reauthorization of the U.S.-Israel security pact, according to sources close to the effort.

    Other prominent pro-Israel organizations, such as Christians United for Israel, or CUFI, also have undertaken efforts to expose Paul's hold on U.S. security assistance to Israel, recently organizing an email blitz aimed at pressuring the isolationist senator to remove his hold on the critical funding bill.

    CUFI is said to have invested heavily in ads based in Kentucky to target the senator's constituents directly on the issue.

    AIPAC and Christians United for Israel purchased online ads this week exposing Paul as the primary force holding up the legislation. CUFI also sent an “action alert” email on Monday urging its 4.5 million members to contact Paul’s office in support of the Act.

    Paul responded to his critics in an exclusive statement to Jewish Insider issued in advance of his proposed amendment. “I’m not for foreign aid in general, if we are going to send aid to Israel it should be limited in time and scope so we aren’t doing it forever, and it should be paid for by cutting the aid to people who hate Israel and America,” he wrote. “This is a stance I’ve taken for many years.”

    Sen. Rand Paul is infuriating Republicans and Democrats alike by blocking a pair of Israel-related bills, including one authorizing tens of billions of dollars in military aid for the country.

    Some advocacy groups are so mad at Paul they’re running ads against the Kentucky Republican, who insists that his long-term goal is actually to help Israel.

    The dust-up is the latest example of how Paul is willing to throw a wrench into routine legislation to uphold his libertarian instincts, which make him skeptical of foreign aid. It also could hurt his already-testy ties to President Donald Trump, who sees the U.S.-Israel relationship as near-sacrosanct.

    The main bill Paul is blocking puts into law an agreement reached under former President Barack Obama that gives Israel $38 billion in military assistance over 10 years. The measure has broad bipartisan support in Congress. Various versions of the bill have easily passed the Senate and the House in recent months, but the Senate still needs to pass a final version.

    Using his Senate privileges, Paul placed a hold on the bill on Oct. 11, surprising other lawmakers, according to Hill staffers.

    “At a time when Israel faces unprecedented threats, blocking a bipartisan bill that empowers the U.S. to stand with Israel is inexplicable,” said Sen. Marco Rubio, the Florida Republican lead on the measure. The Democratic lead on the bill, Sen. Chris Coons of Delaware, added that Paul’s “stated reasons for opposing the bill neither make sense nor support America’s strategic interests.”

    The Trump administration already has taken separate moves to halt significant amounts of financial aid to Pakistan and the Palestinians, but Paul appears to want the aid stoppage to be formally put into law.

    Just this week, Paul placed a hold on a bill that is designed to counter the “boycott, divestment and sanctions” movement, congressional staffers confirmed. That movement urges companies and countries to penalize Israel through boycotts and other means over its treatment of the Palestinians. Rubio is also a lead sponsor of that legislation, which has plenty of bipartisan backing.

    Kentucky Gov. Matt Bevin signed an executive order in mid-November that bars state agencies from contracting with companies that boycott Israel.

    The federal bill has a number of elements, including essentially condoning state and local government laws that penalize people and companies who back isolating Israel over the Palestinian issue.

    Paul’s office said he has concerns that the anti-“boycott” bill could infringe on Americans’ First Amendment rights -- a concern other opponents of such measures share. In any case, his hold has further upset pro-Israel groups already steamed about his efforts to stop the aid package.

    Pastor John Hagee, founder and national director of Christians United for Israel (CUFI), urged Sen. Rand Paul (R-Ky.) to remove his hold from critical legislation that would allow the U.S. to continue providing military assistance to Israel.

    “We are confident we will find a way to get this passed,” Hagee stated. “It’s absolutely a must. We will get this done.”

    Paul used his senatorial powers to place a hold on the U.S.-Israel Security Assistance Authorization Act, which would put into law a 2016 agreement between the Obama administration and Israel to provide the Jewish state $38 billion in military assistance over 10 years. The legislation passed the House and the Senate, but Paul is blocking the bill from going to a final Senate vote.

    CUFI is one of several pro-Israel groups that launched a campaign urging Paul to end his hold on the Israel aid legislation. AIPAC and U.S. Jewish groups also advocated for Paul to remove the hold. If Paul does not end his objection, the legislation would need to be tacked on to another future bill in order to pass.

    Hagee told Breitbart News that CUFI sent out action alerts resulting in tens of thousands of emails and calls into Paul’s office on the matter. Hagee’s group also spent $100,000 in digital and television ads, and took out full-page ads in Kentucky’s three largest newspapers for three consecutive days urging Paul to allow the bill to proceed.

    Pushback Against Israeli Crimes Rises - Rand Paul, Ocasio-Cortez + Colleagues, US Presbyterian Church, UK Quakers

    A growing number of Christian groups and a few brave members of U.S. Congress are no longer willing to bankroll Israel’s genocide.


    Heroic behavior

    More significant is last week’s announcement by Sen. Rand Paul (R-Ky.) that he intends to place a “hold” on the current package of $38 billion in military aid to Israel, which means he can filibuster the issue in the Senate to delay its passage. Paul, who, like his father, is a skeptic regarding foreign aid in general, did not cite any specific issues connected to the aid package, but critics have long noted that Israel is in fact ineligible for any foreign aid from the United States because it has an undeclared nuclear arsenal consisting of at least 200 weapons and delivery systems enabling them to destroy targets in most of Europe and western Asia.

    For that reason, providing aid to Israel is illegal under the Symington Amendment of 1961 as well as due to the fact that Tel Aviv has rejected signing the Nuclear Non-Proliferation Treaty (NPT), for obvious reasons.

    There are other issues relating to Israel, to include its booming economy, which would suggest that it does not need more money from the U.S. taxpayer who does not enjoy the free healthcare and university education that all Israelis receive. And then there is also the problem with using American-provided weapons to commit war crimes in Gaza and Lebanon, illegal under both U.S. and international law.

    Nevertheless, Paul’s action is extremely courageous, as he is the first senator since William Fulbright to dare to say anything negative about the Jewish state. Fulbright was, of course, punished by the Israel lobby, which committed major resources to defeating him when he next came up for reelection. Another senator, Charles Percy, who was so bold as to maintain that Palestinian Arabs might actually have “rights,” also found himself confronted by an extremely well-funded opponent who defeated him for reelection. Paul’s action is far from risk free. In fact, the Israel lobby is already reacting hysterically to the “hold,” as is the Israeli government, and one can be sure that all their massive resources will be used to punish the senator.

    Another area where one might have expected more pushback from Americans is the lack of any serious resistance from Christian groups to the process whereby the conservative Likud-dominated Netanyahu government is seeking to turn Israel into a purely Jewish state. Israel boasts that it provides a safe haven for Christians to practice their religion, but reports that occasionally surface in some of the alternative media suggest something quite different. Jewish zealots spit on Christian clergy and curse them out in the streets without any fear of repercussions.

    Some clergy have been harassed and even assaulted by Jewish extremists. Churches and property of religious foundations are frequently vandalized, defaced with obscene graffiti, and the Israeli government has also confiscated or destroyed church property.

    At the founding of the state of Israel in 1948 there existed a considerable Christian community inside Israel, on the West Bank and in Gaza. It was estimated that nearly 10% of Palestinian Arabs were Christian, mostly Greek Orthodox or Catholic. There were also churches and foundations in the old city of Jerusalem that adhered to other sects, including Syrian and Armenian Christians. Currently the percentage of Christians is closer to 2% of the Palestinian population with more than a million Palestinian Christians living in other countries, having been driven from their homes by the Israelis in 1948 and after 1967. The Israelis sometimes claim that most Palestinians have departed the country due to persecution by Muslims, but Palestinian sources deny that assertion.

    Christian churches have been reluctant to support their co-religionists in Israel and the Occupied Territories presumably for fear of being labeled as anti-Semitic in criticizing the Jewish state, as is routinely done by both Jewish groups and the Israeli government to end all discussion. But, as in the case of Sen. Paul, that, too, is changing.

    The Presbyterian Church has led the charge in criticizing Israeli brutality. At its June General Assembly it passed a resolution condemning Israeli apartheid. Its Office of Public Witness has been in the forefront in calling on Israel to cease and desist. An action alert issued this summer entitled “Tell Congress: 70 years of suffering is enough! Stop the killing, hold Israel accountable, and support human rights for all” denounced the slaughter of unarmed Palestinian demonstrators in Gaza by the Israeli army.

    The Presbyterians also signed on to a letter on May 14 entitled “70 Years On: Seeking a hopeful future in a time of yearning,” which called for an end to the slaughter and justice for the Palestinians. It was also signed onto by 13 other Christian groups, including the United Church of Christ, the Reformed Churches in America, the Lutherans, and Maryknoll. A copy was sent to each congressman.

    Senate Minority Leader Chuck Schumer (D-NY) has been pressing Senator Rand Paul (R-KY) to remove a hold on the U.S.-Israel Security Assistance Authorization Act of 2018.

    During a speech at a forum hosted by the American Zionist Movement (AZM) on Capitol Hill on Wednesday, Schumer said that during a routine workout at the Senate gym this morning, he “lobbied Rand Paul to let this go, and I think we will be able to work something out.”

    Paul came under fire from AIPAC and other pro-Israel groups for placing a hold on the security pact, which would formalize the 10-year Memorandum of Understanding reached between the U.S. and Israel in 2016.
