The United States will provide an additional $10 million in military financing to Ukraine to bolster its navy after Russia captured three Ukrainian vessels at sea last month, in a "dangerous escalation," the State Department said on Friday. The move comes after Lithuania and the United Kingdom increased their security assistance to Ukraine, the department said, following the Nov. 25 attack near the Kerch Strait.
"The United States calls on Russia to immediately return to Ukraine the seized vessels and detained Ukrainian crews, to keep the Kerch Strait and the Sea of Azov open to ships transiting to and from Ukrainian ports, and to respect Ukraine's sovereignty and territorial integrity," the State Department added.

On Friday a deputy minister in Kiev urged the British Navy to send a warship to the Sea of Azov to test Russia’s response. The appeal came at a moment when the UK Secretary of State for Defence Gavin Williamson met with Ukrainian officials to reiterate that "The UK is a steadfast partner to Ukraine as it faces illegal acts of aggression on its sovereign territory," according to a statement, and as an unarmed UK surveillance ship, the HMS Echo, is deployed to the Black Sea.

A high ranking deputy minister involved in seeking the return of Crimea to Ukraine named Yuri Hrymchak, said on a televised political talk show on Friday, “When it is being said that Russia won’t allow the passage of a British ship, I have one remark – has anyone tried it?”according to a translation of the provocative comments by RT. Moscow subsequently described the idea as "bonkers," according to RT.
The Ukrainian official added, “And it would be interesting to see how will [the Russians] would react if this ship sailed in a caravan” through the Kerch Strait, according to the live broadcast, later uploaded to the station's YouTube channel.

Meanwhile, following the Ukrainian deputy minister's suggestion that a UK warship should "test" Russia's willingness to respond, a high Russian official, Senator Frants Klintsevich slammed the comments as "out of touch with reality," according to RT. The statement, he said, indicates “how dangerous the current regime in Kiev is for the world,” and added, “This regime is descending deeper into a maniacal condition.”

A total of 567 individuals and 75 Ukranian companies now face Russian economic sanctions, which put a freeze on any assets they have in Russia.
On his Twitter account, Medvedev said the sanctions were "to defend the interests of the Russian government, businesses and people."

Russia on Friday said it had agreed for France and Germany to monitor shipping traffic in the Kerch Strait following a naval confrontation between Moscow and Kiev last year.Russian ships fired on and seized three Ukrainian navy vessels in the narrow strait -- shared between Russia and Ukraine -- as the boats tried to pass from the Black Sea to the Azov Sea on November 25.
President Vladimir Putin had "immediately agreed" to Berlin's request to send observers to the area, Russian Foreign Minister Sergei Lavrov said at a press conference with his German counterpart Heiko Maas.
Lavrov said German Chancellor Angela Merkel had asked Putin for permission to send German specialists to the strait "over a month ago" and later requested for French observers to join the mission.
"This can be done today, tomorrow, at any moment," Lavrov said.
Lavrov said he received concrete proposals for the mission from Maas on Friday and confirmed Moscow also agreed for the French observers to take part.
Maas said that the two countries had not yet agreed on a start date to the mission but that he expected it to be a "topic in the coming weeks".
The German diplomat added that the passage of ships in the Kerch Strait is "currently open" and that "this has been confirmed by all sides".
He also called on Russia to release 24 Ukrainian sailors that were captured together with their vessels.
Later on Friday Maas travelled to Kiev and discussed the monitoring mission with Ukrainian Foreign Minister Pavlo Klimkin.
"We, of course, welcome this initiative," Klimkin said in a press conference following the talks.
But he also said Moscow "should not be given the possibility to manipulate the monitoring" and use it to "legitimise the occupation of Crimea".

At least 11 sailors have died after two ships caught fire while moving through the Kerch Strait separating Crimea from mainland Russia - the location of the latest escalation in tensions between Russia and Ukraine in November - after one of them was apparently rocked by an explosion the Russian Maritime Agency said. One vessel was "allegedly struck by a blast" RT reported, which caused the fire that then spilled over to another ship, an official with the Russian Maritime and River Transport Agency said.
Clouds of black smoke could be seen billowing over a vessel engulfed by a blaze on YouTube footage, which shows the scene of the incident. Another ship can be seen floating nearby.

The fire reportedly broke out as the two ships were transferring fuel from one to the other. According to RT, approximately three dozen sailors managed to escape the burning ships by jumping into the sea but at least 11 people died in the incident and 12 have so far been rescued from the sea.
The crews of the affected ships included Turkish and Indian nationals, the emergency services said, adding that there were no Russian sailors. Turkey confirmed that 16 of its citizens were aboard the affected vessels.
Emergency services said that between eight and ten ships have been sent to the rescue and are picking up the sailors. The explosion might have been caused by a safety rules violation during the fuel transfer, according to some reports.

Danish Foreign Minister Anders Samuelsen has called for new EU sanctions against Russia if Moscow refuses to release the Ukrainian sailors it detained in the Kerch Strait in November 2018, EUobserver reported Jan. 31. Meanwhile, the Ukrainian Defense Ministry has issued a statement after a meeting between Ukrainian and German officials, noting the German Armed Forces would be ready to assist Kiev's efforts to de-escalate the situation in the Sea of Azov and deter Russian aggression.

There's some recent background to this latest episode over the last 10 days or so that I haven't posted...
As we tune in to the most recent episodes of 'The Provocative Prevarications of Porky the Putz'....

The Death Walrus has sent 2 warships (Donald Cook) into the Black Sea to amplify
and perhaps enforce a nose-to-nose standoff with RuF
RuF is still protecting their bridge and are controlling the 'access' through it and into the 'joint' coastal waters beyond...

Trump’s Envoy to Ukraine Is Paid by None Other Than Poroshenko

Kurt Volker is paid by the McCain Institute which is funded in part by a registered agent of Petro PoroshenkoUS special envoy for Ukraine Kurt Volker is drawing a salary from John McCain’s think tank, which is funded by George Soros and a DC lobbying firm working for Ukrainian President Petro Poroshenko, among others.

Volker was appointed Special Representative for Ukraine negotiations in July 2017, by then-Secretary of State Rex Tillerson, and has been “mediating” the Ukrainian crisis on behalf of the US ever sincein much the same way his colleague Elliott Abrams has been doing with Venezuela.
The twist is that Volker is doing this “on a voluntary basis 'without compensation'” and “not taxing the taxpayers,” drawing a salary from his day job as executive director of the McCain Institute for International Leadership

the list of donors of the McCain Institute includes something called the “BGR Foundation.” It shares the same Washington, DC address – and name – with Barbour Griffith Rogers, a high-profile lobbying firm that lists Volker as “Senior International Advisor” and former international managing director. According to its filings to the US Department of Justice under the Foreign Agents Registration Act (FARA), BGR is a registered agent for none other than President of Ukraine Petro Poroshenko, whose ascension to Ukrainian presidency was brought about by the Maidan revolution of 2014, a coup cheered on most fervently by John McCain himself. The “National Reforms Council of Ukraine,” which officially retained BGR’s services, is led by none other than Dmytro Shymkiv, “Deputy Head of the Presidential Administration of Ukraine,” as per the filing BGR sent to the DOJ in January 2017.

It remains to be seen whether this relationship will change in June, when TV personality Volodymyr Zelensky takes office …
Volker was very close to the late Senator McCain, who was himself intimately involved with the 2014 “revolution” in Kiev, visiting the demonstrators and personally sharing the stage with Socialist-Nationalist Party leader Oleg Tyahnibok, for example. McCain was even offered an advisory job with Poroshenko, back in 2015, but declined because that was not allowed under US law.

Turns out another McCain confidant, David Kramer, also works at Volker’s institute, listed as “senior director for Human Rights and Democracy.” Kramer was identified as the individual who during the 2016 campaign spread the “Steele Dossier” … to the press and a number of other people in Washington …

Among the McCain Institute’s other donors are George Soros and his Open Society Foundations, as well as Saudi Arabia

Whose interests in Ukraine is Kurt Volker actually representing – those of the Trump administration, or those of his donors and the ghost of John McCain?
