In an attempt to "clean up" government the sheriff of tiny Marshall Country, Alabama (pop. 97,000) ordered 22,000 rolls of toilet paper and 450 cases or trash bags. No word if this was an accident or if it was an attempt to bankrupt the county.

Reminds me of when I was in the military as a teletype repair man. I ordered 4 eight ounce tubes of teletype grease and they shipped 4 five gallon tubs of teletype grease. I had to get some syringes from the corpsman and fill them with grease from the tubs so I could put the grease where it belongs.

Makes sense to me. If these police officers have preferences on how they like their toilet paper (thickness, texture, size, fragrance, etc), it can be very difficult to find the perfect toilet paper in the store brand varieties. Custom orders aren't even that more expensive, and can even be cheaper, as long as you buy in bulk.
