    US orders restriction on e-cigarette sales; youth use surges

    Looks like big tabaco is putting their lobbying money to use. This doesn't effect me as I prefer mint, but this is completely ridiculous. Physical stores will no longer be able to sell flavored e-cigarette cartridges, except for tabaco, mint, and menthol flavored cartridges.

    Tampa (AFP) - US regulators Thursday ordered sharp restrictions on sales of e-cigarettes, as national data showed a 78 percent single-year surge in vaping among young people, with two-thirds using fruit and candy-flavored products.

    The proposed regulations announced by the Food and Drug Administration (FDA) would allow flavored e-cigarettes products to be sold in stores only, not online, and would also ban menthol in cigarettes and flavored cigars.

    The changes are open to a public comment period lasting until June before they can take effect.

    "These data shock my conscience," said FDA Commissioner Scott Gottlieb, referring to the latest data from the National Youth Tobacco Survey.

    "From 2017 to 2018, there was a 78 percent increase in current e-cigarette use among high school students and a 48 percent increase among middle school students," he said.

    "These increases must stop. And the bottom line is this: I will not allow a generation of children to become addicted to nicotine through e-cigarettes."

    The battery-powered devices heat a nicotine liquid that users inhale, and are gaining popularity in the United States and abroad, particularly among young people, which Gottlieb has previously described as an "epidemic."

    The proposed rules aim to restrict sales of all flavored vaping cartridges -- other than tobacco, mint and menthol -- to sales at "age-restricted, in-person locations and, if sold online, under heightened practices for age verification," said an FDA statement.

    The reason mint- and menthol-flavored e-cigarettes are not included is they are more popular with adults who may be using them to decrease or stop their use of traditional cigarettes.

    "This reflects a careful balancing of public health considerations," Gottlieb said, citing data that shows mint- and menthol-flavored e-cigarette products "are more popular with adults than with kids."

    At the same time, the FDA announced a proposal to ban menthol in combustible cigarettes and cigars.

    "I'm deeply concerned about the availability of menthol-flavored cigarettes," Gottlieb said.

    "I believe these menthol-flavored products represent one of the most common and pernicious routes by which kids initiate on combustible cigarettes," he said, adding that "menthol products disproportionately and adversely affect underserved communities."

    - Stocks slide -

    Some e-cigarette makers have already taken steps to curb sales to young people, including JUUL, a fast-growing startup which announced Tuesday it is suspending in-store sales of various flavored products and scrapping its social media presence.

    JUUL flavors such as mango, fruit and creme will now only be available on the company's website, "where we are adding additional age-verification measures," a statement said.

    For its part, American tobacco giant Altria, maker of major brands like Marlboro and Chesterfield, said earlier this month it would stop selling two types of e-cigarettes that use "pods" of flavored nicotine liquid for refills.

    Altria will maintain the sale of its other e-cigarettes -- which resemble conventional cigarettes and which come in traditional flavors like tobacco and menthol.

    On Wall Street, tobacco stocks slid on the news, continuing a decline that began last week as media reports warned of the impending regulations.

    Altria fell one percent at 11:15 (1615 GMT) while British American Tobacco (Dunhill, Lucky Strike, Pall Mall) lost three percent and Philip Morris International fell 0.22 percent.

    Didn't it also say that online stores wouldn't be able to sell e-liquid? Do you get yours online?

    Surge in use could be because of googermint restrictions... hey, if the PTB want to restrict or ban something, it must be worth trying, eh?

    They said online retailers would need stronger age verification, and they'll still be able to sell all different flavors.

    I get mine at local convenience stores. It's the same price and more convenient.

    Big tabaco is also responsible for the 40% tax in my state on all e-cigarette products. It's outrageous.

    They might just as well legalize vaping directly to teens, despite it being illegal. Telling a teenager to NOT do something is like telling Trump to NOT think about Pink Elephants, or telling you that your nose does NOT itch. Now, did you actually touch your nose after being told your nose does NOT itch? How about now? The form of the trigger does not matter as long as the message is heard. Do and Do Not mean the same thing to the mind, by bringing the idea of presence into existence. Imagine a Heroin addict and ask them to NOT think about Heroin. They will immediately think about Heroin. This is not about the Law, this is a deceptive form of Advertising. Same as slapping Ratings on Movies. Put an R Rating on any movie, and direct it toward teens, and the R Rating becomes a "dont watch that" thus, they are much more inclined to watch the movie they are told they are not allowed to watch. So, did you just touch your nose because it does NOT itch?

    No it certainly isn't. One of the biggest tobacco companies is one of my customers and they are all in on vaping and the ecig market.

    Do they sell cigarettes or tobacco?

    I think the nicotine people buy in e-cigs still comes from tobacco. So I would think tobacco growers should be ok.

    It's the analog cigarette brands like Marlboro and Camel who are fighting e-cigs, they are absolutely losing marketshare with this.. and there has been propaganda coming out for years about e-cigs. Just ask zippy what he thinks about them. Who is funding it? Certainly not people who care about health.. for years the data has largely shown that e-cigs are 95-99%+ safer than cigs.

    They sell ALL of it, everything related to tobacco, cigs, e-cigs, vaporizers and more. Any marketshare they lose from cigarettes is made up elsewhere. The only way they lose anything is if you quit nicotine completely.

    edit: big tobacco does not want to kill or limit the ecig market. they want to own/control it and grow it.

    I agree with you on the bold part 100% - that is actually the reason they are putting out propaganda about e-cigs. At first there was almost no regulation, and anybody could make or sell e-cigs. Now there is more regulation, but there is still way too much competition out there (/s).

    By portraying e-cigs as dangerous, they get to have them heavily regulated, and they will be able to take over the market.. it will benefit them even if they scare away a chunk of the user base.

    Juul has a 72% market share of the e-cigarette industry and they have no ties to big tabaco. That's who this legislation is targeting btw. Any loss to big tabaco because of this legislation pales in comparison to what they lose from people quitting smoking.
