    Within OPEC, Qatar said on Monday it would leave the producer club in January.
    Qatar's oil production is only around 600,000 bpd, while it is the world's biggest exporter of liquefied natural gas (LNG).
    The small Middle East country has also been at loggerheads with its much bigger neighbour and de facto OPEC leader Saudi Arabia.

    Qatar’s withdrawal from OPEC is a surprise for Oman’s oil minister Mohammed bin Hamad Al Rumhi, who said in an interview with S&P Global Platts on Monday that Qatar might face retaliation from other members that could pull out of a similar organization of gas exporting countries.

    Earlier on Monday, Qatar announced that it was withdrawing from OPEC effective January 1, 2019, and had informed OPEC of this decision, Qatar Petroleum said.


    Oman, whose oil minister spoke to Platts in Vienna on Monday, is not a member of OPEC but is part of the Russia-led group of non-OPEC producers part of the production cut deal, which has been in place for nearly two years now. Oman is also a member of the six-member Gulf Cooperation Council (GCC) alongside Qatar, Saudi Arabia, Kuwait, the UAE, and Bahrain.
    Oman’s Al Rumhi warned that Qatar could face retaliation for its withdrawal from OPEC from countries that could withdraw from the Doha-based Gas Exporting Countries Forum (GECF).
    “A number of countries could pull out because of Qatar’s position,” Al Rumhi told Platts. “I can tell you for sure the UAE will pull out of that organization, I don’t think they will continue, and who knows other countries like Algeria that are members of OPEC,” Oman’s oil minister noted.

    Saudi King Salman has sent a letter inviting Qatari Emir Tamim bin Hamad al-Thani to the Gulf Cooperation Council (GCC) summit scheduled for Dec. 9, Al Jazeera reported Dec. 5. Qatar has not decided what level of representation, if any, it will send to the meeting.

    Leaders of Gulf Arab countries, including those boycotting Qatar, met on Sunday in Saudi Arabia's capital for a regional summit, a gathering that Qatar's ruling emir choose not to attend amid the dispute.The absence of Qatar's Sheikh Tamim bin Hamad Al Thani, as well as Qatar's recent decision to withdraw from the Saudi-dominated OPEC oil cartel, underlined the simmering crisis facing the Gulf Cooperation Council.
    Despite mediation efforts by Kuwait, the gap remains between others in the six-nation GCC, an alliance formed in 1981 in part to offer a counterbalance to Iran, and Qatar — countries that are all American allies. The United States, which under President Donald Trump withdrew from the Iran nuclear deal, also has been unable to mend relations even as it wants a unified front for its high-pressure campaign targeting Tehran.
    Saudi King Salman greeted GCC leaders Sunday as they descended down a golden escalator at a Riyadh air base and never mentioned Qatar in his remarks to the summit.

    Kuwait's ruler, the 89-year-old Sheikh Sabah Al Ahmad Al Sabah, did discuss Qatar, warning of internal divisions threatening the GCC and urging its members to stop a "media war."
    "The most serious challenge we are facing is the Gulf dispute and its continuation which is now causing a serious threat to our unity and affecting our citizens' interests," Sheikh Sabah said. "This has also caused the rest of the world to look at us as an entity with cracks forming in its unity, and that we can no longer guarantee the interests of other nations as we could when our unity was stronger."
    Qatar's Sheikh Tamim sent Sultan bin Saad al-Muraikhi, minister of state for foreign affairs, to represent the country. Al-Muraikhi offered no comments during the open session of the GCC meeting. The sheikh had attended last year's GCC meeting in Kuwait, where nations boycotting Qatar sent lower-level representatives.
    Bahrain's Foreign Minister Khalid Al Khalifa tweeted that Sheikh Tamim should have "been there at the summit."


    The U.S. deputy assistant secretary for Arabian Gulf affairs, Timothy Lenderking, said Washington wants to see Gulf unity and ties with Qatar repaired soon.
    "GCC unity's been a really important pillar for U.S. engagement with this region, with the Gulf, with the Middle East. We'd like to see that unity restored," he said on the sideline of a security summit on Yemen in Abu Dhabi on Sunday.
    "It's important not only for the GCC to be a strong bulwark against Iranian influence in the Arabian Peninsula but also to allow us to capitalize on economic linkages that can add development to the region and that can help the countries bind together," he said.

    Qatar has not been invited to two regional summits called to discuss attacks on Saudi oil assets, a Foreign Ministry official said on Monday.Saudi King Salman on Saturday proposed holding the two meetings in Mecca on May 30 to discuss implications of last week's drone strikes on oil installations in the kingdom and attacks on four vessels, including two Saudi oil tankers, off the coast of the United Arab Emirates.


    "Qatar, which is still isolated from its neighbours, did not receive an invitation to attend the two summits," the director of the Foreign Ministry Information Office said on Twitter, citing State Minister for Foreign Affairs Soltan bin Saad al-Muraikhi.
