Thread: Paris tries to put brakes on 'yellow vest' diesel protests

  1. #31
A blockade of 11 fuel depots in France by “yellow vest” protesters has shut down 75 fuel stations and the situation might escalate further if the protests continue, Deutsche Welle reports, citing information from Total.
Already in Brittany, government officials have discussed rationing gas supplies to avoid a complete dry-up of fuel stations as the protests continue.

According to a Reuters report on the events at the time, the regular French drivers don’t seem as concerned with climate change as the government: a poll conducted in late November found that people in France preferred that the government focus on implementing policies that would help boost household income instead of fighting climate change.

Deutsche Welle says the protesters had demanded that the cabinet reverse its position on fuel taxes, but Macron has remained determined to continue on the set course.
"I understand the demands of these citizens, but I won't give in to those who want destruction and disorder," the French president said, after last week he stated "What I've taken from these last few days is that we shouldn't change course because it is the right one and necessary. We need to change how we work because a number of our citizens feel this policy course is imposed on them from above."

French President Emmanuel Macron may institute emergency tax cuts in an attempt to stem violent protests which have gripped France for three weeks, according to Bloomberg.
The government is increasingly worried that the economy, alongside its own political fortunes, is threatened by demonstrations against fuel taxes that have spiraled into a push-back against Macron’s policies.
Finance Minister Bruno Le Maire said the impact of the riots was “severe,” and left a meeting of finance ministers in Brussels to return to Paris for crisis talks with colleagues. -Bloomberg

In order to make the tax cuts work, the French government will need to find ways to cut spending that doesn't hobble growth, as well as tax measures that will stimulate the economy.
For Macron, the stakes are high as he doesn’t want to damage the credibility he needs to push for reforms in Europe. The European Commission has already said his existing budget is at risk of non-compliance with EU rules.
According to Marc Touati, economist and president of business consultancy ACDEFI, Macron may be forced to take a more radical approach, even if that means the deficit slipping a bit. -Bloomberg
The protests have crippled revenues across the country, with some large supermarkets seeing drops as much as 25 percent. Hotel bookings have suffered a similar fate.

Toll-road operators Vinci SA and Eiffage SA meanwhile have seen their share prices decline as they have opened toll booths to let cars pass freely.
Whatever Macron has planned, he better act fast - as there are currently 15,000 angry French Yellow Vests signed up for next Saturday's protests in Paris; three times as many as last weekend, while 104,000 are a "maybe."

    ***
Leaders of the so-called "Yellow Vest" movement have rejected demands to negotiate with the French government after President Emmanuel Macron ordered his prime minister to hold discussions, according to AFP. Macron and top officials are now in full damage control mode amid the most violent protests France has seen since 1968.

Approximately 136,000 demonstrators donning yellow reflective vests were recorded across France on Saturday - of which approximately 5,500 protested in the French capital according to the interior ministry. The previous weekend saw 166,000 demonstrators, and 282,000 the week before that.

This is France right now. You’ve heard media rip Trump for having a mid 40’s approval rating yet they’ve celebrated Macron like he’s a beloved world leader when he has a 27% approval and his country is rioting. The media may love him but the people don’t. pic.twitter.com/xVqZNXlCQq
    — Robby Starbuck (@robbystarbuck) December 3, 2018
According to the interior ministry, 412 people were arrested in during Saturday's violent clashes in the French capital, while 263 people were injured. The worst hit areas were the wealthy west and central Paris, where stores were smashed and looted, dozens of cars were burnt, and police forces were overwhelmed by Yellow Vest protesters.

Amid the chaos, an 80-year-old woman was killed in Marseille when a police tear-gas canister was launched into her apartment window while she was trying to close the shutters. She was taken to a nearby hospital but died during an operation after suffering shock, according to a local media report. She has become the third casualty in the demonstrations which began three weeks ago.

On Monday, Macron held an urgent security meeting - after which ministers said that while "no options have been ruled out," they had not discussed a state of emergency as had been previously reported.

Conservative leader Marine Le Pen who attended the meeting warned that Macron could become the first French president to order troops to open fire on his own people in 50 years, and that he should abandon his plan to raise taxes on fuel while lowering gas and electricity prices.
The demonstrations, meanwhile, have had a noted effect on business in the region.
Finance Minister Bruno Le Maire met with business representatives to assess the damage caused to businesses over the weekend.
"The impact is severe and ongoing," Mr Le Maire told the AFP news agency.
Some retailers had seen sales drop by around 20-40% during the demonstrations, while some restaurants had lost 20-50% of their takings, he added. -BBC
The protests have continued into Monday according to the BBC, which reports that about 50 Yellow Vest protesters blocked access to a major fuel depot in the port city of Fos-sur-Mer, which is close to Marseille - while gas stations across France have run out of fuel after restrictions on purchases were instated.
As if things weren't bad enough for Macron, on Monday French private ambulance drivers staged further demonstrations against several healthcare and social security reforms which they say could affect their jobs.

Dozens of trucks formed a blockade from Paris's Place de la Concorde to the French National Assembly.
One protester told the Reuters news agency: "[The reforms] will bludgeon us financially and destroy our companies. We're going to have to fire people, that's for sure."
It is unclear if the ambulance drivers are part of the Yellow Vest movement - however recent polls have shown that most of France supports their cause.
Similiar protests have broken out around Europe, as Yellow Vest demonstrations have spread to Belgium, Italy and the Netherlands.

French President Emmanuel Macron decided on Monday to postpone his trip to Serbia for several weeks as he seeks a way out of the crisis prompted by nationwide anti-tax protests that erupted suddenly three weeks ago.The demonstrations against high living costs, dubbed the "yellow vest" movement, led to widespread rioting in Paris at the weekend and are showing signs of damaging the French economy.
"President Macron has asked to postpone for several weeks his visit to Serbia due to the situation in his country," Serbian President Aleksandar Vucic told reporters after a phone call with Macron.
Macron's office later confirmed the trip would be postponed due to "the incidents that took place in the last protests."
Macron was due to arrive in Serbia on Wednesday for a two-day visit to improve relations with Belgrade after a diplomatic faux-pas during the World War One commemorations in Paris last month caused consternation in the former Yugoslav republic.
Serbia was upset about the seating arrangement at the ceremony, as Serbia's Vucic was placed outside the official stand by the Arc de Triomphe where leaders such as Donald Trump and Angela Merkel were sitting.
The French ambassador to Serbia expressed "deep regrets" about what it called a "misstep".

Emerging from Prime Minister Edouard Philippe's office, opposition leader Laurent Wauquiez of the centre-right Les Republicains said the government failed to understand the depth of public anger.
"The only outcome from this meeting was word of a debate in parliament," Wauquiez told reporters. "What we need are gestures that appease, and these must be born out of the one decision every Frenchman is waiting for: scrapping (fuel) tax hikes."

President Emmanuel Macron of France is facing police calls to bring in the army to defend Paris from “yellow vest” attacks following last Saturday’s unprecedented riots in the French capital.
The police unions' plea came as the government held crisis talks with the leaders of all of France’s political parties, many of whom urged Mr Macron to instantly scrap “green” fuel tax hikes to avoid the country spiralling into a permanent state of insurrection.
The three-week revolt has exposed a deep malaise over high taxation, the price of living and a sense of social injustice. Much of the ire has been directed against Mr Macron with many protesters complaining he is an arrogant and out of touch “president of the rich”.
Several regional state prefects - civil servants normally sworn to silence - were cited by Le Monde as slamming the “Parisian arrogance” of his government, totally cut-off from poor provincial France and in a “technocratic bubble” that was “without feelers”. One was citing as dubbing the situation “pre-revolutionary”.

Edouard Philippe, the prime minister, was due to announce new conciliatory “measures” after the marathon talks in what observers are calling a “race against time” to prevent a fresh bout of violence. He has ordered a parliamentary debate on the crisis on Wednesday.
But in a worrying blow, all 10 "yellow vest" spokesmen who signed a tribune in the French press this Sunday detailing their demands declined to meet the prime minister on Monday night.
They cited "security concerns" after receiving death threats from other protesters who see no compromise possible.

With calls on social media for fresh protests in Paris next Saturday, several police unions urged the government to bring in the army as their men were “exhausted”. Petrol bombs, rocks, and even hammers were thrown at the weekend, while one officer narrowly escaped a lynching.
David Le Bars, secretary general of the police chiefs’ union SCPN, said soldiers should be drafted in as “reinforcements” to free up riot police against highly mobile vandals.
Up to 10,000 troops have been patrolling sensitive sites around France since the 2015 Paris terror attacks but have not been used to protect landmarks during demonstrations.
“We must accept to free up security forces from a static form. We’re no longer talking about classic demonstrations but a phenomenon of urban guerrilla,” said Mr Le Bars.
On Monday, Mr Macron had lunch with several CRS riot police who faced the rioters near the Champ-Elysées and they are due to meet the interior minister on Tuesday.
Jean-Claude Delage, head of the main officers’ union, Alliance, warned: “If it kicks off like that next Saturday, there will be injuries and deaths among security forces.”

Update: Despite French President Emmanuel Macron letting his people "eat cake" with a six-month suspension of the government's new "climate change" fuel taxes, the so-called "Yellow Vest" movement which has been protesting throughout France for more than three weeks is still spitting mad.

"We didn't want a suspension, we want the past increase in the tax on fuels to be canceled immediately," said Yellow Vest organizer Benjamin Cauchy on BFM TV. "Suspending the tax to re-instate it in six months is taking the French people for a ride. French people aren't sparrows waiting for crumbs from the government."
The president's silence drew the wrath of some. "Macron has still not deigned to talk to the people," said Laetitia Dewalle, a Yellow Vests spokeswoman, on BFM TV. "We feel his disdain. He maintains his international engagements but doesn't speak to the people."
Sebastien Chenu, a spokesman for Marine Le Pen's far-right National Rally party which has supported the Yellow Vests in hopes of capturing their votes, said on LCI that "the French won't be fooled. The government has understood nothing, it's just playing for time." -Greenwich Time

After France's six-month moratorium on fuel tax hikes failed to impress the so-called Yellow Vest movement, French President Emmanuel Macron is considering amending a wealth which some say goes too easy on the rich, according to Reuters.

In other words; the average French citizen will still suffer from crippling taxes in the name of fighting climate change, but hey - the rich will feel the sting too.
Government spokesman Benjamin Griveaux said all tax-related policies needed to be periodically evaluated and, if deemed not to be working, should be changed. He said the wealth tax could be reassessed in the autumn of 2019. -Reuters
"If a measure that we have taken, which is costing the public money, turns out not to be working, if it’s not going well, we’re not stupid - we would change it," said Griveaux.
To be clear, a French government official has claimed Macron's administration is "not stupid" while said administration has also managed to guide France into a nationwide meltdown over ill-conceived tax policies.

Meanwhile, recent OECD data just placed France ahead of Denmark as the most taxed country in 2017, as the country's tax-to-GDP ratio is the highest of any advanced nation.

French Members of Parliment are set to launch a No Confidence vote against Emmanuel Macron as the President has become plagued by plummeting popularity poll numbers and nationwide unrest.

The vote will stem from left-wing opposition parties, such as the French Socialist Party, far-left Defiant France, and the Communist Party, who have all agreed to work together on the effort.
“We’ve decided to work together to file a no-confidence vote [to the government] next Monday,” First Secretary of the Socialist Party Olivier Faure said of the matter, according to Express UK.
“During the coming days, we will seek to increase the number of signatories. We have to show that other ways are possible.”
The assembly would hold a no-confidence motion within 48 hours of the request.
Under article 49 of the French constitution, a vote of no-confidence is a means for the National Assembly, on its own initiative, to force the government to resign.
Macron’s centrist Republic on the Move party has a strong majority in the 577-seat house, putting the no-confidence effort in an uphill battle.

Amid the chaos, France's Finance Minister Bruno Le Maire has devised a brilliant plan to try and placate French citizens, which would (in theory) make it less likely that they would join the protests.
Speaking at a conference in Paris on Thursday, Le Maire said he had met with the CEOs of French companies, who agreed to give their workers a one-off tax free bonus.
Le Maire said the bonus would be a "pay-back" for their efforts for the economy. Le Maire also said "anything to increase the paycheck" of workers has his support, (though he claimed measures to "artificially" increase the minimum wage would lead to job losses). "We’re going through a crisis that shows that the dikes have been breached, France no longer is spared from the populist wave," he said, which is why France needs "stability" in fiscal policies.
We now wait to see if the French people's deep-seated rage toward their supremely unpopular president can be soothed with a wad of cash. Meanwhile, leaders of the Yellow Vest movement are demanding to meet with Macron on Friday afternoon ahead of further protests this Saturday. "Macron must listen to his people," one said.

Police in the Netherlands have arrested the leader of Dutch ‘yellow vests’ movement ahead of planned nationwide protests against “political correctness” and open border policies this weekend.
According to De Telegraaf, at around 9:45am this morning, “police arrested an activist of the ‘yellow vests’ in Maastricht for incitement via social media.”
The same man was arrested during last weekend’s yellow vest demonstration in Maastricht.
According to another member of the group, who argues that the arrested man has only ever been peaceful, the arrest is an effort to intimidate other protesters from joining the movement.

Dutch citizens will again take to the streets this weekend in Amsterdam, Rotterdam, Maastricht, Groningen, and The Hague to protest against “political correctness,” open border policies and left-liberal Prime Minister Mark Rutte.
The group is calling for a lowering of the age at which pensions can be received, a reduction in excise duties and, according to one protester, the revolt is a statement “against the hardening of society.”
“Freedom of expression is under pressure, we have to be politically correct. It is a struggle,” said Ms Deerenberg.

“With the demonstration, I want to show that we want a voice,” she remarked, adding, “The problem is that we are no longer being heard. A lot is being decided over our heads.”
Organizers have banned banners, flags, or face coverings/balaclavas, perhaps in an effort to deter left-wing agitators.

FRANCE: 95% OF SPEED CAMERAS IN ONE REGION DESTROYED AS PART OF ‘YELLOW VEST’ PROTEST

According to Le Point, almost all speed cameras in Puy-de-Dôme, a region in central France, have been taped over, broken or burned.

“In the Puy-de-Dôme, 21 of the 22 speed cameras are out of service at the moment,” states the report, adding that some were shot out while others were “covered with a symbolic yellow vest.”

In France, motorists are required by law to have two high visibility jackets in their vehicle at all times, highlighting the onerous control citizens are subject to by the state.

A viral video of French police detaining protesting high school students "execution style" has sparked outrage, just one day ahead of planned protests across the country which were already anticipated to be particularly violent.

The footage shows the moment dozens of students protesting education reform in Mantes-la-Jolie in north-central France were arrested on Thursday - most of whom were teens from local high schools.

The video, released Thursday night by the Twitter account Violences Policières (Police Violence), has been viewed over 2 million times in less than 24 hours. Many of the replies suggested that it looked like "execution by firing squad" and "hostage taking."

The imagery of unarmed French teens following orders from heavily armed police is not likely to sit well with angry French citizens the day before "Act IV" of "Yellow Vest" protests are scheduled for Paris and elsewhere - leading to the deployment of 89,000 police and gendarmes across the country, according to the Prime Minister. At least 8,000 riot police will be deployed in Paris alone.

One angry Paris taxi driver called for Macron's "scalp" in a half-hour monologue, according to Bloomberg.
"We’re going out there to fight," he said, adding: "I want Macron’s scalp, I’m not afraid of anything. I have nothing to lose. You have to risk your life or you don’t get anything from these people."
The self-employed cab driver in his 40s, who declined to provide his name, was one of the thousands of protesters who fought the police on Paris’s landmark Champs-Elysees avenue last weekend. Throwing cobblestones, burning cars, desecrating the Arc de Triomphe monument, breaking store windows and looting, images of the rioters shocked viewers across the globe. The protests forced Macron to suspend the fuel-tax plan, but that hasn’t appeased everyone. -Bloomberg
The cabbie plans to "try to break into to the very tightly guarded Elysee presidential palace, just half a mile away from Paris’s best-known avenue. He is one of the people that Macron’s office has warned want to “riot and kill.”"
For people like the taxi driver, there’s no limit when it comes to removing the youngest French leader since Napoleon who, as the country’s economy minister between 2014 and 2016, deregulated the taxi business and was a strong supporter of car-booking apps.
He ruined us, he broke our business,” the taxi driver said. “He wants everything new, digital, the new world, and he did it all without thinking of the cost for us. Replace everyone, have everything young, new? Yeah, well that’s not how you do things. Now it’s payback time.” -Bloomberg
The taxi driver has organized along with friends via social media platforms, using WhatsApp and then Telegram when the WhatsApp chat limited them to "only a few hundred people in a group."

Paris security forces are prepared to deploy up to 80 armored vehicles in anticipation of "extreme violence" and rioting during "Act IV" of the Gilets Jaunes (Yellow Vest) protest scheduled for Saturday, according to Le Parisien.
The Berliet VXB-170, also known as a "VBRG" would be strategically deployed in parts of Paris most likely to suffer violence or vandalization. Designed in the 1960s, the 12 ton, 19-foot-long vehicles don 7mm thick armor and are capable of firing tear gas grenades. They can also be equipped with a 7.62mm machine gun, and either a 37mm or 40mm grenade launcher.

Up to 89,000 police and gendarmes will be deployed across the country, including at least 8,000 in Paris, according to Prime Minister Édouard Philippe, who said this week "We are facing people who are not there to demonstrate but are there to smash things up and we want to make sure we’re not leaving them to do what they want."

To that end, Philippe may order the VBRG deployment, while Paris Police will set up a judicial center to deal in real time with the anticipated 600 to 800 arrests, according to David LeBars, Secretary General of the National Union of Police Commissioners (SNCP).

Paris has gone into virtual lockdown as authorities and businesses prepare for the mayhem - as shops, banks, restaurants and other businesses boarded up to prevent anticipated looting and property destruction. As we reported yesterday, the Eiffel Tower will be among the shuttered tourist attractions around the city.

The Yellow Vest protests in France are set to enter their third weekend while the French government is warning about a potential “coup attempt.”
“The intelligence services have reported to the Elysee Palace, the official residence of the president, that there have been ‘calls to kill’ and ‘carry arms to attack’ parliamentarians, government officials and police officers, Le Figaro newspaper said on Thursday,” according to an RT report.
RT cited a French source who said “this is a coup attempt.” The French government has reportedly banned employees from working this weekend.
“On Thursday Eric Drouet one of the movement’s most famous leaders announced the Yellow Vests plans to approach the residence of Emmanuel Macron. ‘Saturday will be the final outcome, Saturday is the Elysee, we all would like to go to the Elysee,'” he said according to the report.
